CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is W81XWH11T04980001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 334220 with a small business size standard of 750.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-08-18 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The U.S. Army Medical Research Acquisition Activity requires the following items, Meet or Exceed, to the following: LI 001, Program/Reprogramming RadiosFFPThe contractor shall program and re-program portable hand-held and mobile radios?Harris: P7100, M7100, Unity XLS100-- to work off of the Walter Reed National Naval Medical Center (WRNNMC) radio site. The contractor shall access the radios at each site by contacting the COR listed in section 7. Successful completion of this task will allow radio users at both Fort Detrick and Forest Glen to maintain coverage at both locations with no ?dead zones?. Workload data is provided in section 6. See PWS for details FOB: Destination, 418, EA; LI 002, Contract Manpower ReportingFFPContractor shall provide a contract manpower reporting which shall be done by filling in all the information in the format using the following web address: https://cmra.army.mil. The CMRA help desk number is 703-377-6199. FOB: Destination, 1, EA; LI 003, Install a Bi-Directional Amplifier (BDA)FFPInstallation of in-building signal booster/BDA in CDC. The contractor shall provide all parts, equipment and necessary resources to install an in-building Signal Booster, Bi-Directional Amplifier (BDA) at the CDC in Glen Haven located at 1927 McMahan Rd, Wheaton, MD 20902. The BDA must be compatible with WRNNMC RF. Installation of BDA must be in accordance with equipment manufacturer?s recommended procedures. Successful completion of this task will allow radio usage by Fire Dept and Provost Marshall?s office first responders with 95% coverage of frequencies within the facility. The new system shall fully integrate with the existing systems such that users will take advantage of these new capabilities in a seamless way. Specification of Equipment:Frequency range: 2W SB 380-430 3MHz 70dB Gain See PWS for details FOB: Destination, 1, Lump Sum; LI 004, Reposition AntennasFFPThe contractor shall reposition two antennas to WRNNMC, Bethesda. Period of performance on this task is 60 days after contract award. See PWS for details FOB: Destination, 2, EA; LI 005, Provide Maintenance/Repair FFPThe Contractor shall provide maintenance and repair services on all equipment installed in task 2.2, at Glen Haven building 130, 1927 McMahan Rd, Wheaton, MD 20902 for one year after installation. The Contractor shall complete repair within ten business days. If the contractor must remove equipment to complete repair of equipment off-site, the COR must be notified that equipment is being removed and loaner equipment will be installed. The Contractor shall notify the COR before leaving work site when equipment has been repaired and placed back into service. Succession completion of this task is to have an operational system at all times. Period of Performance of this task is for one year after successful installation of equipment. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. U.S. Army Medical Research Acquisition Activity is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
