Description
The Government has a requirement for the development and modification of 100 each ground and air Tactical Engagement Simulation Systems (TESS) and five (5) each Apache Block III TESS, including associated software and hardware, equipment and field services support to be held at locations Fort Irwin, CA; National Training Center (NTC), CA; Naval Air Weapons Station (NAWS) China Lake; Edward's Air Force Base (AFB. The delivery schedule for hardware and equipment is anticipated to five months after date of award. The anticipated contract performance period is eight months. The US Army Test and Evaluation Command (ATEC) Mission Support Contracting Activity (AMSCA) intends to award a sole source CPFF contract to Inter-Coastal Electronics (ICE), Mesa, Arizona; a small business, under the authority of 6.302-1(a)(2). This contract is a follow on to contract W9115U-11-C-0011. TESS is the Army only fielded aviation training system for the AH64D Apache Longbow Helicopter. ICE is the developer and proprietor for TESS technical and software data. The software in the ICE Data Translator (IDT) side of the Data Translator Unit (DTU) and Smart-on-Board Data Interface Module Software (SMODIM) are propriety. The NAICS Code for this requirement is 334419 with a small business size standard of 500 employees. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. Please note that any prospective offeror must be registered in the Central Contractor Registration (CCR) system at www.ccr.gov prior to award in accordance with FAR part 4.11. All responses shall be sent via electronic e-mail to AMSCA.ATEC@us.army.mil. Telephonic inquiries will not be honored.
