Description
The Department of Defense has a requirement to demonstrate that munitions which reliably fulfill specified performance, readiness, and operational requirements on demand must minimize the probability of inadvertent initiation and severity of subsequent collateral damage to the weapon platforms, logistic systems, and personnel when subjected to unplanned stimuli. The U.S. Air Force, Air Armament Center, Systems Interface and Integration Branch is interested in obtaining information from the global armament/munitions industry on available facilities that could execute Insensitive Munitions (IM) testing in accordance with MIL-STD-2105D and appropriate NATO Standardization Agreements (STANAGS) for Liquid Fuel/External Fire (Fast Cook-off), Bullet Impact, Slow Heating (Slow cook-off), Sympathetic Reaction, Fragment Impact and Shaped Charge Jet. The Systems Interface and Integration Branch is seeking to identify potential candidates with IM testing capabilities for warhead and missile systems with up to explosive Net Equivalent Weights (NEW) of 1000 lbs and up to total test item weight of 5000 lbs. This Request for Information should address Net Equivalent Weight restrictions of the facilities, past IM testing experience, permanent IM test sites, if available, x-ray capabilities in accordance with ASTM E-1742, instrumentation and photographic capabilities. Responses to this RFI shall not exceed ten pages, cover page excluded. Photographs and graphics will not be included in the page number limitation if separately attached. Email responses are preferred and should be submitted to the point of contact cited below. Mailed electronic responses (read-only CDs or DVDs) should be sent to the: Air Armament Center, 207 West D Avenue, Attn: Grisselle Nusimow, Suite 626, Bldg 349, Eglin AFB, FL 32542-6808 (Mail Stop: AAC.EBSN.RFI). All submittals must arrive on or before 9 September, 2011. All data submissions must be unclassified and produced using MS Word 2007 or earlier in fonts no smaller than 10 pitch. Mark all proprietary information as "For Official Government Use Only". This RFI is for informational purposes only. This announcement must not be construed as a commitment by the Government, nor shall any information submitted by industry constitute an offer that could be accepted by the Government to create a binding contract. The Government does not intend to award a contract based upon this Request for Information or otherwise pay for the information solicited.
