- Description
- The Westmoreland fish passage improvement project involves removal of three small existing culverts, replacing them with two larger culverts. Project boundaries are Tenino and Umatilla Street, and SE 21st in Portland, Multnomah County, Oregon. Improvements will benefit fish passage in Crystal Springs Creek, a tributary of Johnson Creek, which flows to the Willamette River. Additional improvements include a new open stream channel and stream bank restoration. Large wood and fabric wrapped soil lifts will be used to create a riparian zone along the new open channel. Also included will be an interpretive trail to allow viewing of the streambank restoration area and channel. Stream diversion is required during the In Water Work (IWW) period prior to removal of the culverts and all channel work. Precast concrete culvert for Umatilla Street and prestressed bridge slabs for Tenino Street must be ready for installation so all channel work is completed prior to the end of the IWW period when water must be flowing through the new stream channel for fish passage. Cast-in-place concrete footings will be constructed for the new culverts. Wing walls will be placed at each culvert entrance and exit. Removal of contaminated media is required in the streambank riparian area. Roadway reconstruction and restoration including curbs and sidewalk areas will be part of this project. Protection of existing trees will be required during construction. There are numerous complexities associated with this project. This procurement is unrestricted, with a NAICS code of 237990. Magnitude of Construction is $1,000,000.00 to $5,000,000.00. A formal Request for Proposal (RFP) will follow this announcement on or about 17 June 2011.
