- Questions and Responses (1 of 3) Question #1. The aforementioned solicitation calls for TS security clearance at the time the proposal is submitted. As of this writing, I do not possess the required clearance; however, I'm inquiring to see if it is feasible (in terms of timeframe) for an individual to obtain the clearance by the time this proposal is due. "Response #1: A Top Secret Clearance is required at the time of proposal submission. Based on past experience, if you do not possess a Top Secret clearance at this point, it is highly likely that you would not be able to obtain a Top Secret Clearance by the due date for the proposal. " Question #2. Is this a follow on requirement? If yes then who is the incumbent and what is the contract number? Response #2: Yes, this is a follow-on requirement. The incumbent is Busch & Associates, LLC., contract number is HM0177-09-P0080. Question #3. Our question to you is, can we go ahead and submit a proposal on the Solicitation will also making an application for the TS clearance or do we need to have the clearance in place prior to submitting the proposal. Response #3: In accordance with Section 6 SECURITY, 6.1.1Security eleigibility requirements. Contractor is required to have a facility security clearance at the Top Secret level and all contractor personnel will require Top Secret clearance and be eligible for access to SCI at time of proposal (sic: submission). " The National Geospatial-Intelligence Agency (NGA) has a requirement for a subject Matter Expert (SME)/Instructor to: 1) assist the NGA/Analysis and Production Directorate (P) Executive committee (EXCOM) in building an effective decision-making team process; 2) provide strategic planning and analytic tradecraft development expertise; 3) facilitate selected senior problem-solving sessions; and 4) craft and facilitate management workshops for P managers. This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The North American Industry Classification System (NAIC) code for this acquisition is 541611. This requirement is being set aside for small business and competed solely through the government Point of entry ( www.fbo.gov ). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via the attached documentation. Offerors must sign into the FBO website to view the attachment. All vendors interested in submitting a proposal for consideration should do so, prior to the solicitation closing date, via E-MAIL only to the point of contact(s) listed in this solicitation. Proposal not submitted via E-MAIL will NOT be evaluated. All quote submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Proposals and is set aside for small businesses. Proposals from Other than small business (OSB) shall not be considered. 2. All vendors must propose the NAIC code 541611 with a size standard of $7M as specified in the solicitation. Those vendors who submit a quote not in accordance with the NAIC code will be eliminated from the competition. 3. Quotes shall be based on open market pricing. All discounts offered shall be stated in the quote. 4. NGA intends to issue a hybrid firm fixed price and cost reimbursable contract for this effort. The expected period of performance is a base period of twelve (12) months with four (4) one year option periods. The offer shall breakout the price for each CLIN. 5. The requirements are detailed in the Performance Work Statement (Attachment 1). The Offer shall provide a statement of its capabilities. THE OFFEROR MUST ALSO STATE IN THE PROPOSAL THAT IT CAN SUCCESFULLY COMPLETE EACH OF THE REQUIREMENTS AS STATED IN THE PERFORMANCE WORK STATEMENT INCLUDED IN THE SOLICITATION TO BE CONSIDERED ACCEPTABLE. 6. Award will be made on an all-or-none basis with only one award made. Award shall be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the government to exercise the options. 7. Payment will be made based on the submission of invoices. Invoice will be allowed on a monthly basis at the end of the month. No more than 1/12 of the total cost per CLIN will be billed per month. 8. Submissions should not contain attachments greater than 3MB in size for each submission. Such submission may be excluded. 9. All questions shall be submitted by E-MAIL ONLY, directed to Contract Specialist Ms. Brenda r. Scott at Brenda.R.Scott@nga.mil, and Scott L. Stallsmith at Scott.L.Stallsmith@nga.mil. The submission deadline for questions is 17 August 2011 by 14:00 hours local time. All questions (and their answers) will be posted on the FBO website to provide equal access to information for all potential offerors. 10. All offerors should submit a completed version of 52.209-5 Certification Regarding Responsibility Matters (attached), 52.212-3, Offeror Representations and Certifications (attached), and 252-212-7000, Offeror Representations and Certifications -Commercial Items (attached as part of their submission. 11. Vendors must be approved and registered on the Central contractor Registration (www.ccr.gov) before award can be made. 12. This RFP does not commit the government to pay for any costs incurred in the submission of quotes or to contract for the supply or services requested herein.
