- Description
- Title: Mobile Air Pollution Measurement Study to Quantify Near-Rail Yard Air Quality Impacts The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 13.106-1(b), with Aerodyne Research for for the Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) to implement a field study to quantify spatial gradients of air pollutants in public areas surrounding a major rail yard area in Atlanta, Georgia ? specifically two adjacent rail yards that are nearby an air monitoring station (Fire Station 8) that has shown higher PM2.5 concentrations relative to other stations in the Atlanta region. A mobile sampling approach is required, in order to achieve high spatial coverage of measurements. The contractor shall be responsible for conducting all elements of a several week field measurement campaign, including development of Quality Assurance documentation, implementation of field measurements, data analysis and interpretation, and providing a report on the outcome of the field measurements. EPA has identified Aerodyne Research as the only provider of the service to meet the requirements of this procurement. Aerodyne Research is the only known source able to satisfy the Government's requirement because the nature of the acquisition requires a contractor that possesses the unique capability of a mobile air monitoring system equipped with highly sensitive and real-time air monitoring instruments, including several gas-phase species and particulate matter measurements, and proven prior experience operating this system. Market research revealed that other vendors do not have an available mobile monitoring system meeting the required specifications, particularly real-time measurement of particulate matter species (sulfate, nitrate, organics) and sensitive real-time measurement of certain gases (carbon monoxide, nitrogen dioxide). This procurement will be accomplished under FAR Part 12 Commercial Procedures & FAR Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice. Submit your request in writing to Nicole Modafari at Modafari.Nicole@epa.gov. Telephone requests will not be honored.
