Description
Title: Analyses of Transferable Effort Programs and Allocation of Rights in International Tuna Fisheries. NOAA's Acquisition & Grants Office, Western Acquisition Division-Seattle intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with International Seafood Sustainability Foundation. Title: Analyses of Transferable Effort Programs and Allocation of Rights in International Tuna Fisheries. NOAA's Acquisition & Grants Office, Western Acquisition Division-Seattle intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with International Seafood Sustainability Foundation. The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for services to organize and hold two International workshops and produce analyses and guidelines through separate reports on: (1) transferable effort programs and (2) allocation of rights in international tuna fisheries. The transferable effort report will include commissioned case studies on selected transferable effort programs around the globe. These workshops will assist NMFS and the International Seafood Sustainability Foundation in choosing the type of catch share rights, whether individual or group. Rights for fishing effort have yet to receive systematic analysis, even though much of the largest and most important tuna fishery in the world is now managed by the Parties to the Nauru Agreement (PNA) for tropical tunas. Results of these workshops will determine allocation of rights to member states and cooperating non-parties of international tuna Regional Fishery Management Organizations (RFMOs). International Seafood Sustainability Foundation is an industry non-government organization (NGO) comprised of fish brokers and processors that comprise about two thirds of the world's processing and brokerage capacity for tropical tuna catches. Therefore, International Seafood Sustainability Foundation is uniquely poised to efficiently and effectively provide the necessary resources that meet the requirements of the Government. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. This notice of intent is not a request for competitive proposals and no solicitation package is available.
