Description
This is a combined synopsis/solicitation for commercial services in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation. This solicitation is a small business (SB) set-aside; the associated NAICS code is 238220 and the size standard for this requirement is $14 million. The Request for Quote (RFQ) reference number is H94003-11-T-1117. Quotes shall be valid for a minimum of 60 days. Quotes are due to the DMEA contracting office by 3:00pm (PST) on 29 August 2011. The RFQ includes a one-year basic performance period with four one-year options. The evaluation of offer will be inclusive of all options. The winning quote will be made to the lowest price and cost, technically acceptable offer. This requirement is for electrical system preventative maintenance (PM) and non-preventive maintenance (Non-PM) for building 620, Defense Microelectronics Activity (DMEA), McClellan California. The Service Contract Act will apply to this acquisition. The Defense Microelectronics Activity (DMEA) operates a 75,000 square foot stand-alone two story facility at 4234 54th Street, McClellan, California 95652 (Sacramento County). The Contractor shall provide equipment, tools, materials, supervision, and all other items and services necessary to perform preventive and non-preventive maintenance work on existing electrical systems as defined in this Statement of Work (SOW). The contractor shall maintain the DMEA electrical systems from the power provider, SMUD substation transformers to the electrical panels in accordance with the Sacramento County building/electrical codes for all work, including National Electrical Code and National Fire Protection Association (NFPA) standards. The contractor shall provide fully qualified, California C-10 licensed electricians who are US citizens and have five years experience working on 480 volt and lower voltage systems. For preventive maintenance (PM) work: the contractor shall annually schedule and perform an inspection of each electrical panel and subpanel as shown on the DMEA Panel List with the DMEA facility team and provide written quotes for any recommended corrective actions to the Contracting Officer Representative (COR)/Facility Engineer. For non-preventive maintenance (Non-PM) work, the contractor shall perform remedial, emergency, and over-and-above maintenance work. Remedial work includes replacement of breakers, circuit identification, ballast or fixture repair, relighting, panel schedule development/correction, labeling, wiring corrections, relay replacement, coordination studies, etc. Emergency work includes after normal duty hours, or where immediate response is required. Over-and-above work includes such items as moving or adding lights or outlets, connecting new equipment, installing panels or subpanels, installing lighting controls, adding breakers, running conduit and wiring (unless needed as part of a repair project), etc. Failure of DMEA electrical systems can immediately impact operations and quick emergency response shall be required by the contractor. After notification of an emergency by the COR/Facility Engineer, the contractor shall be on-site within two hours of notification, 24 hours per day, 7 days per week, 365 days per year and the electrical system repaired within 24 hours of DMEA approval. Non-emergencies shall be evaluated by the contractor within three work days of notification, during normal business hours, and repaired as soon as practical after DMEA approval.
