- The purpose of this Request for Information (RFI) is to identify potential small business sources that are interested in and capable of performing the work described herein. It is the Government's intent, based on the information received from this RFI, to issue an award as a 100% small business set aside. All interested parties must be able to qualify under the North American Industry Classification System (NAICS) Code 541614, "Process, Physical Distribution and Logistics Consulting Services". The Small Business Administration size standard for this NAICS Code is $7 million. The Department of Interior, National Business Center, Acquisition Services Directorate (AQD) will not accept unsolicited proposals related to the requirement described in this RFI. AQD does not intend to pay for the preparation of any information submitted in response to this RFI. In order to compete under this acquisition, interested parties must demonstrate they are capable of performing the work by providing a capabilities statement. Instructions regarding submission of the required capability statement are contained herein. The capability statement must include a certification of qualification under the NAICS Code specified herein. Following review and evaluation of all capabilities statements received from this RFI and in accordance with FAR 19.502-2(b), a list of those companies deemed qualified will be notified regarding release of information on submission of a proposal and any other logistical considerations. Based on the review of the capability statements received in response to this RFI, AQD reserves the right to issue a Request for Proposal (RFP). However, please be advised that this announcement may constitute the only notice for this acquisition, based on the review of the responses to this RFI and in accordance with FAR 15.202. The Government anticipates award of a Firm Fixed Price purchase order. The period of performance for any resulting purchase order shall be for a period of one (1) year. BACKGROUND: The Financial and Business Management System (FBMS) is an information systems initiative that is replacing the Department of Interior's (DOI) many administrative systems and provides a modernized, fully integrated enterprise-wide solution. When fully implemented, the program will support the administrative business management requirements across DOI for core finance, real property, personal property, fleet management, acquisition, financial assistance, and budget formulation. The solution will 1) Standardize data, business practices, and related technology; 2) Integrate currently fragmented processes; and 3) Provide an enterprise management information system (Business Warehouse), and improve the responsiveness to internal and external customers. FBMS is managed by the FBMS Program Management Office (FBMS PMO) located in Herndon, VA. The FBMS PMO has reached the stage where there are now more organizations in production than remaining to be deployed. At this point, the Department of Interior (DOI) needs to begin transitioning from the lengthy Accelerated SAP (ASAP) waterfall system development lifecycle for major deployments to a leaner approach for other related projects to ensure the FBMS solution is optimized and leveraged and that DOI achieves the most value possible.The Government has a requirement for obtaining process consulting services to support extending the FBMS PMO's knowledge and skills in Lean-Agile project management. In addition, support is required for strategic planning sessions with DOI's senior leadership as they relate to implementing certain aspects of Lean or Lean Six Sigma Methodologies. Support is required to perform the following tasks: Task 1 - Lean-Agile Coaching to the FBMS PMO consisting of : 1) Provide Lean-Agile coaching to the FBMS PMO to prepare for major deployments after the currently planned deployments supported by the system integrator. These major System Application Provider (SAP) deployments will need to be shorter and more flexible than the currently used ASAP methodology; 2) Provide Lean-Agile coaching, enabling the FBMS PMO to build lean project management skills through on-the-job experience; 3) Provide training to FBMS PMO staff on how to identify and remove unnecessary waste from our projects to realize value more quickly; and 4) Work with the FBMS PMO to develop a cadre of project managers with Lean-Agile skills that can then be used to manage projects related to FBMS, such as value capture initiatives; and Task 2 - Enterprise in the Public Sector Consulting to Senior DOI leadership consisting of: 1) Provide consulting support to DOI's senior leadership to provide a better understanding of the strategic value of Lean customer focus, process improvement and waste reduction; and 2) Provide consulting support to DOI's senior leadership to establish skills to implement Lean teams and initiatives in the public services sector. SOURCES SOUGHT: Interested organizations must submit a capability statement to the Contracting Office specified for receipt identified herein. The capability statement shall not exceed ten (10) pages (on 8.5 X 11 size paper, single sided in MS Word, with a font of 10 points or higher). Any pages provided in excess of ten (10) pages may not be evaluated. The capability statement must detail the ability to perform and provide verification that the submitting organization qualifies under the NAICS Code specified herein. The capability statement should provide: A) a description of the experience and capability for each of the key personnel on the proposed team. Descriptions shall address such items as the individual's background, education, work experience, and accomplishments. Show the knowledge that key personnel have gained through completed and ongoing efforts that are similar in nature to this effort; B) Describe the organizations familiarity and experience with providing Lean-Agile coaching and Lean Enterprise Public Sector consulting as well as the company's prior experience in work of similar scope and complexity to this project; C) Provide three (3) references of similar contracts performed by either your proposed Key Personnel or your organization performed or completed over the previous two (2) years. Include a description of the project, project title, contract number, period of performance, contract amount, client identification including company name, and contractual and technical points of contact including email addresses and phone numbers. EVALUATION OF CAPABILITY STATEMENT: The submitted Capability Statement must demonstrate that both your organization and proposed key personnel can successfully meet the stated requirement as set forth in this announcement. Factor A (Key Personnel) is of equal importance to Factor B (Organizational Experience) and Factor C (References) is less important than Factors A and B. The government will evaluate the size, and complexity of similar projects completed by the proposed project team and your organization including past performance to determine your potential for award and project success. Past performance consists of adherence to schedules and budgets, effectiveness of cost control, the acceptability of services delivered the Offeror's willingness to cooperate with the customer, and the Offeror's business integrity. If you believe that the Government may find derogatory information as a result of checking your past performance record, please provide an explanation and any remedial action taken by your organization to address the problem. Questions will not be accepted after the submission of capability statements. RESPONSE DUE DATE: Capability statements are due no later than 4:00 pm Eastern Time, on Friday, August 26, 2011. It is the offeror's responsibility to assure the Government receives your submission on or before the specified due date and time. Any submission received after the date and time specified may be considered late and removed from any further consideration.
