- This sources sought announcement is for information and planning purposes only. This is not a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received in response to this notice. This notice does not restrict the Government to an ultimate acquisition approach and should not be construed as a commitment by the Government for any other purpose than market research and an effort to gain knowledge of potential qualified sources. The U.S. Army Contracting Command-National Capital Region, Fort Dix, NJ on behalf of the Department of Defense Office of the Inspector General (DoD OIG), intends to competitively acquire Information Technology Support Services as outlined in the attached DRAFT Performance Work Statement. A Firm Fixed Price (FFP) contract is anticipated with an anticipated performance period of one (1) base year and two (2) one-year option periods. The proposed acquisition will commence on or about 1 October 2011. Contractor personnel will be required to possess a minimum DoD SECRET clearance. The individuals must possess a SECRET clearance by the commencement of this proposed acquisition. In accordance with FAR Part 19, the government seeks maximum practicable opportunities for small business participation for this acquisition. Interested concerns that are qualified as a small business under NAICS code 541513 with a size standard of $25M are encouraged to submit their capability plans (not to exceed 10 pages) relevant to the attached PWS for IT Support Services. In addition, detailed responses to the following questions must be addressed and submitted as part of your response to this announcement: 1.Can the Contractor demonstrates previous past performance supporting the accomplishment of Information Technology transformation initiative per the specific tasks as listed in the PWS section 5. 2.Can the contractor provide examples or Demonstrate the results of previous initiatives associated with accomplishing Information technology transformation efforts as required by the scope of activities listed in the PWS section 1.4. 3.Does the contractor possess the ability to ensure all employees and/or subcontractors possess Secret clearances and the ability to safeguard For Official Use Only information at all times while in their possession per the PWS sec 1.6.8. 4.Does the Contractor possess the ability and can demonstrate having a system in place to support monitoring the quality of work performed per the PWS section 1.6.2. All contractors may submit inquiries in response to the DRAFT PWS; however, all inquiries must be submitted, electronically, no later than August 16, 2011 @ 2:00 PM EDT. No inquiries will be considered after this date and time. All capability packages must be electronically submitted to Constance Finnegan @ constance.a.finnegan.civ@mail.mil by 4:00 PM EDT on 17 August 2011.
