- NASA/JSC has an increased requirement for services in support of the WB-57FAirborne Imaging and Recording System (AIRS) and associated engineering, fabrication, andprogram management and support services for research, development, integration, analysis,assessment, test, maintenance, repair, and evaluation of sensor systems in support ofNASAs aircraft programs including the WB-57 aircraft.Tasks performed under thiscontract include technology development, systems acquisition, mission planning,operations, and product support for sensors, systems, and platforms. NASA/JSC intends to purchase the items from Southern Research Institute (SRI) on asole-source basis by increasing the maximum not-to-exceed value of the current contractby $9,000,000.00. The AIRS hardware and software used in support of these sensors,systems, and platforms was developed by Southern Research Institute. This hardware andsoftware requires system engineering in relation to mission planning of which SRI hasbeen the sole provider. In addition, the hardware associated with these sensors andsystems contains software and algorithms that were developed solely by SRI and areproprietary to SRI. Because the software is constantly changing due to operationalrequirements, SRI has developed procedures and tools used to operate the software. Thisunique expertise is critical to the integrity of the software.For this reason, SRI isconsidered the only source with the specialized knowledge and data rights necessary tofulfill the Governments requirements.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 21, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
