Description: This sources sought synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a sources sought synopsis to capture market research in accordance with FAR Part 10. Results will be used to make a small business set-aside decision. This sources sough also invites suggested comments to the draft Statement of Work. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), on behalf of Combat Direction Systems Activity Dam Neck (NSWCDN) has been tasked to procure hardware and associated logistics and engineering services for the AN/SPA-25H Indicator Group. The AN/SPA-25H was preceded by the AN/SPA-25G, and the associated technical data package was developed under contract number N00178-05-D-5130, order 0197, with unlimited rights. The AN/SPA-25H Indicator Group is an advanced navigation and tactical situation solid-state radar indicator designed and built to complement and support multiple shipboard missions and environments such as Navigational, Metrological, Surveillance and Command and Control. The AN/SPA-25H, designed and built to replace its predecessor the AN/SPA-25G, is a computer based radar display console that provides the watch standers with a versatile workstation capable of performing its primary navigational function plus the flexibility and system growth to perform other functions as air, surface surveillance and basic command and control functions. The services to be provided are for engineering service support for the equipment as it is fielded, and manage pending and emergent obsolescence issues as well as emergent vendor implemented changes. A draft statement of work for the services is attached, and comments or recommended changes are encouraged. The AN/SPA-25H is expected to remain in the fleet for twenty years. The contract is anticipated as a five year IDIQ contract. The manufacturing of the AN/SPA-25H units and associated hardware is the primary intent of this contract, and will account for the majority of the contract value. Hardware is expected to be procured with firm-fixed-price delivery orders. Level of effort and completion task orders are expected for the services and the CLIN type is anticipated as cost-plus-fixed-fee. All items are to be priced FOB Destination to Combat Direction Systems Activity Dam Neck, Virginia Beach, VA 23461. The North American Industry Classification System code is 334290 with a size standard of 750 employees. Responses to this synopsis shall be limited to 10 pages and include the information listed below. Responses from interested small and large businesses are encouraged.
