Description
The Department of Veterans Affairs, National Acquisition Center, is conducting market research to determine if there are adequate small business concerns capable of providing the following various Intra Ocular Lenses items to VA Medical Centers nationwide including the District of Columbia, Puerto Rico, Alaska and Hawaii. This is not a request for interested parties to be placed on a solicitation mailing list. This announcement is for informational purposes only and must not be construed as a request for proposals (RFP), or an announcement of a solicitation. The objective for this effort is for interested parties to provide directly to Medical Centers the Intra Ocular Lenses items as required by VA Medical Centers. Name and address of company, telephone number, and business size. The North American Industry Classification System (NAICS) Code is 339113 and the small business size standard is 500 employees. This procurement action will be issued on an unrestricted full and open competitive basis if it is determined that no capable small businesses exist that can provide the products required to service the VA Medical Centers listed in this announcement. The upcoming solicitation will be posted in FEDBIZOPPS. The upcoming solicitation may be considered as a bundled procurement and the public is invited to submit comments to the Contract Specialist listed below. Failure of the descriptive literature, performance specifications or technical proposal to show that the offered products conform to the minimum technical requirements will cause rejection of offer. If any single minimum technical requirement is not met, the product will not be eligible for an award. VA requires strict compliance and will not consider any deviation to be immaterial or minor, nor will any revision to the product submitted be allowed. The descriptive literature and performance specifications will be evaluated to determine whether the offered products meet the minimum technical requirements. Offers that have submitted sufficient evidence that the offered products met the minimum technical requirements will be evaluated for possible award. Offers that fail to submit sufficient evidence that the offered products met the minimum technical requirements will receive no further consideration. Not meeting any aspect of the minimum technical requirement will cause rejection of the offer for that line item. The Government may consider all aspects of the product, including but not limited to the evaluation factors listed below. Evaluation Factors The following factors shall be used to evaluate offers and are listed in descending order of importance: Technical, Quality/Past Performance and Socioeconomic Consideration. The non-price evaluation factors when combined are significantly more important than Price. The following technical factors shall be used to evaluate offers and are listed in descending order of importance with last two factors equal in importance. "Efficacy and Safety (submit published data analysis tables as required by FDA to ensure compliance) "Ability to Support (availability and experience of representatives for training with new equipment, review of new products/advancements and extent of support to monitor & restock consignment inventories) "Ability and commitment to training operating room and hospital personnel. Outline an on-going program over life of contract to provide assistance & training as determined by physician and the frequency of training.
