- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a total small business set-aside. This solicitation number is RFQ2169253 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Aging (NIA) has a requirement for repeated, within-subject structural and functional in vivo brain imaging scans and biological samples of olfactory epithelium from aged rhesus monkeys administered a proprietary HDACi compound or vehicle. The overall aim is to document whether HDACi effects on histone acetylation detected in neuron enriched samples from olfactory epithelium are associated with regional brain metabolic change detected by positron emission tomography (PET) imaging with fluorine-18 fluorodeoxyglucose (18-FDG). See the attached Statement of Work. Quotations will be evaluated on 1) Ability to provide in vivo imaging on aged rhesus monkeys 2) ability to analyze and document compounds at the neuron level, 3) past performance with up to 3 references. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
