A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (f) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) Salient Characteristics: Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. The Government will award to the lowest priced, responsible, technically acceptable offeror. oThe ultrasonic aspirator hand pieces must utilize durable magnetostrictive technology and come in two frequencies, 23 kHz and 36 kHz. A wide tip selection must be available to allow the surgeon to customize the hand piece for each procedure depending on the tumor consistency, size and location. The 36 kHz hand piece must offer a minimum of 10 tips and the 23 kHz hand piece must offer a minimum of 4 tips. oThe 23 kHz hand piece must offer a Laparoscopic tip and laparoscopic mode to be used in laparoscopic procedures. In this case, the ultrasonic aspirator must provide a LAP mode that turns off the suction and irrigation and activates it only when the ultrasonic aspirator is activated. oThe ultrasonic aspirator must include the tissue select feature. oThe ultrasonic aspirator must allow the surgeon to incorporate electrosurgery with ultrasonic by using the hand-activated an electrosurgery module nose cone. oWhen the electrosurgery module nosecone is used, the ultrasonic aspiration system must be able to incorporate simultaneous electrosurgical and ultrasonic capabilities. oA sterile, disposable electrosurgery module nosecone with button activation for coagulation function must fit on the ultrasonic hand piece, allowing for easy and convenient switching between electrosurgical and ultrasonic operating modes. oThe 36 kHz hand piece must provide tip motion up to 210 microns (at maximum amplitude). oThe 23 kHz hand piece must provide tip motion up to 355 microns (at maximum amplitude). oThe tips provided for the hand pieces must include pre-aspiration holes. oThe integrated vacuum pump in the console must provide up to 600 mmHg of suction. oThe ultrasonic surgical aspirator must be fit for use in surgical procedures where fragmentation, emulsification, and aspiration of tissue are mandatory. oThe ultrasonic aspirator must incorporate a completely disposable suction path (tubing and tip). oThe aspiration must be able to be adjusted from 10% to 100% in 10% increments. oThe irrigation must be able to be adjusted from 1 cc/min to 10cc/min in 1cc/min increments. oThe amplitude must be able to be adjusted from 10% to 100% in 10% increments.
