- Solicitation Number:A11PS001180Notice Type: Special Notice Synopsis: The U.S. Department of the Interior (DOI), Assistant Secretary - Indian Affairs (AS-IA) is hosting a pre-solicitation conference that is open to small and large business concerns for market research only to request input from potential providers for commercial-off-the-shelf (COTS) cost modeling tools that would support the Office of Planning and Performance Management's (OPPM) Cost and Performance Management Program. The pre-solicitation conference will be held as follows: Date: August 29, 2011 Time: 1:00 p.m. to 3:00 p.m. Eastern TimeLocation: 2051 Mercator Drive Reston, VA 20191 The Draft Statement of Needs is provided to interested parties for questions and comments. Please email leo.moomaw@bia.gov to request a copy of attachments. All questions and comments shall be in writing and submitted prior to the Pre-Solicitation Conference. Please email all questions and comments by COB August 19, 2011 to Tom Moomaw, Contracting Officer, at leo.moomaw@bia.gov. The answers shall be provided in writing at the Pre-Solicitation Conference held on August 29, 2011. Additional questions will be accepted in writing on the day of the Pre-Solicitation Conference, in a brief Q&A session. Responses to all questions will be posted with the solicitation, at a later time to be determined. Following the pre-solicitation conference, the attendees will be invited to submit a capabilities statement that will be used to make a determination of the government's needs. Additionally, each contractor is required to email a list of attendees from your company by 1:00 p.m. EST Thursday, August 25, 2011 to Michael Pittman, Program Analyst, at william.pittman@bia.gov. This list will be used for Pre-Solicitation Conference attendees to gain entry at the security desk of the building. Contractors should bring state or federal issued identification. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), or an obligation on the government to acquire any services. Responses to this RFI are not offers and shall not be accepted by the government to form a binding contract of any nature. This notice is used as a tool for planning purposes only. Respondents should not anticipate government feedback on respective submissions. The government will not pay for costs incurred for responses. Responses shall not be returned. Should the government decide to issue a competitive solicitation, it will be posted on the government-wide point-of-entry. Phone calls shall not be accepted.
