Description
SPECIAL NOTICE The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division Office intends to award a firm-fixed price contract, on a Sole Source basis, under the authority of FAR 13.106-1(b)(1), with WET Labs, Inc. for equipment to be used with Sea-Bird Conductivity, Temperature and Depth (CTD) Units currently being used at the Great Lakes Environmental Research Laboratory(GLERL) in Ann Arbor, Michigan, for monitoring the Great Lakes. The NAICS code for this requirement is 334516. The following equipment is required and must be compatible with current Seabird CTD units: •· 1. Replacement Transmissomete r with the following specifications: 14 bit analog and digital output, outputs calculated attenuation, Echoview Software, compatible with previous generations, optical flow tube, easily interfaced. Mechanical: 25cm pathlength (47x6.4x9.3cm), Weight in air 2.2 kg, Weight in water 0.9 kg. Optical: Wavelength 370, 470, 530 or 650 nm, acceptable angle 1 degree, bandwidth (FWHM) 20 nm. Environmental : Rated depth 600m, temp range 2 to 40 degrees C. 2. Patch Cables ECO(FL,BB) TO SBE •· 3. Self-Contained (including power and memory) Fluorometer : Sensor that measures chlorophyll over a range of no more than 0-50 m /liter with a resolution of at least 0.05 m g/liter, turbidity sensor with a range of at least 0-10 NTU, operate at depths up to 600m and at temperatures between 0-30 degrees C, automatic wiper to clean the sensors prior to sampling, have sufficient memory and power to sample once an hour for up to 270 days, •· 4. 2 Channel Test Cable. •· 5. FLCDRT CDOM Flourometer : Easily and efficiently integrated with our existing SeaBird CTD System units with analog interface (0-5V). Must be compact in size and weight not to throw off the balance of our Plankton Survey System. Diameter of less than 7cm. Length must be less than 15 cm. Weight in Water must be less than.1 lbs. Must have low power consumption and require less than 60 milliAmps average. Must come from factory with proven linearity in the calibration and ready to integrate into the Plankton Survey System on arrival with a certified calibration sheet. Must have a high sampling rate of no less than 8Hz. •· 6. Test Cable. •· 7. Patch Cable for SBE CTD WET Labs, Inc. is the only known vendor that can provide equipment that is compatible with the SeaBird CTD system units. To replace the SeaBird CTDs would not be cost effective. This notice of intent is not a request for competitive quotes. However, vendors that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing within 10 days after publication of this synopsis. All responses must include detailed information concerning their capability and estimated delivery date. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
