Description
U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), on the behalf of NOAA, National Environmental Satellite, Data, and Information Service (NESDIS) intends to negotiate on a sole source basis with Ivan Csiszar for the award of a contract under FAR part 13 Simplified Acquisition Procedures. This Acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1 (1) and 41.U.S.C. 253(a)(1), "Only responsible source and no other supplies or services will satisfy agency requirements." This acquisition is being solicited using the Simplified Acquisition Procedures. The statutory authority for Other than full and open competition is 41 USC 253 ©(1) as implemented by Federal Acquisition Regulations (FAR) Subpart 6.302-1, Only one responsible source and no other supplies and services will satisfy the agency requirement. Reference Number DG133E-11-RQ3316(GJB) is issued. This announcement is incorporated with the Statement of Work. This acquisition is being solicited using the Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 541990 and business size is $7.0 The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), intends to acquire support services for the NPP satellite that is scheduled for launch on October 25, 2011. The Visible Infrared Imaging Radiometer Suite (VIIRS) provides a majority of the Environmental Data Records (EDR) from the NPP satellite. The Vegetation Index Environmental Data Record (EDR) consists of two products that will be generated daily at 375 m spatial resolution over Land: the Normalized Difference Vegetation Index (NDVI) (Top of the Atmosphere, TOA) and the Enhanced Vegetation Index (EVI) (Top of the Canopy, TOC). The Vegetation Index EDR is bidirectional, representing measurements for actual sensor view and sun angle conditions. The Vegetation Index EDR will be used as a canary EDR. There is planned latency period for this EDR of 28 minutes for JPSS. The Period of Performance starting on date of award, through March 31, 2012. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirement. Capability statements and related materials must be e-mailed to Jean.Barrett@noaa.gov by August 25, 2011, 9:00am local time. Award will be made using the FAR 13. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conducted a competitive procurement.
