Description
The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to the Great Lakes Commission. Only one responsible source and no other supplies or services will satisfy agency requirements. The Great Lakes Tributary Model program was authorized by Section 516(e) of the Water Resources Development Act of 1996, as amended. The purpose of this program is to provide technical assistance to local and state agencies to reduce soil erosion and sediment and pollutant loadings to Great Lakes navigation channels and Areas of Concern. The Great Lakes Commission (GLC) will provide technical and administrative support to the Corps of Engineers Great Lakes & Ohio River Division (LRD) in the implementation of Section 516(e). The GLC will facilitate coordination with the Great Lakes states, as directed in the authorizing legislation and facilitate coordination of this program with the Great Lakes Basin Program for Soil Erosion and Sediment Control, a U.S. Department of Agriculture grant program for soil conservation that is managed by the Great Lakes Commission The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 14:00 hrs Eastern Time Zone on 26 August 2011. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
