Description
Solicitation The Office of the Federal Detention Trustee (OFDT) was established by a Congressional directive to exercise all power and functions authorized by law relating to the detention of federal prisoners and illegal aliens. Accordingly, OFDT leads the development of DOJ detention policy and manages federal detention resources to maximize available detention space. OFDT intends to award a contract for detention expert support services. The Contractor will accomplish the following: 1. Provide non-personal expert specialized services, consultation, assistance, and deliverables, in the management and oversight of detention operations of the United States Marshals Service (USMS) and Immigration and Customs Enforcement (ICE) and the Federal Bureau of Prisons (BOP) detainees. 2. Provide consulting, training, research, program development, and service products as required. The contractor will coordinate activities with USMS, ICE, and BOP field personnel to facilitate the implementation of various detention program enhancement. 3. Identify the quantity, quality, and placement of existing detention-related personnel. Compare personnel duties, qualification standards, and training programs across BOP, ICE, and USMS. 4. Develop a series of recommendations and guidelines to increase the Department's efficiency and effectiveness in detention staffing. 5. Identify needed data fields within existing Information Technology Systems (USMS Prisoner Tracking System, BOP Sentry, OFDT eDesignate, etc.) which can be used to support established strategic goals. 6. Provide support for the design of a management information system to support OFDT. 7. Support the implementation of the OFDT projects being undertaken nationwide. The anticipated period of performance will be from October 1, 2011 through September 30, 2012 (Base Period); with two (2) Option Periods. All prospective offerors must have a commercial and government entity code (CAGE Code). All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This solicitation is a total small business set aside. The North American Industry Classification (NAICS) code is 541611. Funds are not presently available for this requirement and award is contingent upon the availability of appropriated funds for Fiscal Year 2012.
