Description
This is a combined synopsis/solicitation for the acquisition of a Heating Boiler, its installation and testing, and the removal and disposal of the existing boiler. This acquisition had been determined to be a commercial item, and is being prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 05-53 of August 4, 2011. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation/Request for Quotations (RFQ) number is E11PS84229. The acquisition is reserved exclusively for small business concerns. The North American Standard Industrial Classifications System Code is 238220 and the size standard is $14 million or less. This acquisition is to purchase a Heating Boiler, it's installation and testing, and the removal and disposal of the existing boiler at Crater Lake National Park, Oregon, at the Government's discretion. All delivery/installation time, dates, and quantities will be coordinated with Bob Schaefer at (541) 594-2211 ext: 3016. Work may begin as soon as a date can be established between the contractor and Contracting Officers Technical Representative (COTR) after award. The period of performance will be approximately 09/01/2011 to 09/30/2011 and will be finalized with the COTR after award. This solicitation calls for the purchase and installation of Weil McLain Model BL-1188W, low pressure, wet base, cast iron sectional, water boiler, minimum of 85.6% oil thermal efficiency or equivalent. If using another brand then a submittal must be approved by COTR, Bob Schaefer or Contract Specialist, Elizabeth Chico. Contractor shall provide all labor, parts and equipment for replacement of the present Weil-McLain Model 88 that was installed in1988. This work is very specialized requiring that the Installers and Mechanics to be licensed by the State of Oregon at a minimum of a LHR-Limited Maintenance Contractor for HVAC/R specializing in pressure vessel installation and set-up. Additionally, must have a manufacturer's certification for the set up and testing for the boiler controls and safety devices. The contractor must be licensed in Oregon as BB- Boiler Business. The installer must be a minimum Class 3. Work shall follow manufacturer's recommendation, and the National Board of Boiler and Pressure Vessel codes, (NBIC95) or latest standards. All work shall be accomplished in accordance with best trade practices. All work is to be completed by September 30th 2011. Access to the facility will be provided Monday through Friday 7:00AM -5:00PM. It is encouraged that potential bidders schedule a site visit with the COTR prior to bidding. All material and equipment specifications are to be as listed "or equal". Contractor Shall:1) Remove and dispose of existing Weil McLain Model 1188 heating boiler. NPS will receive the segmented sections of the old boiler. Contractor shall /recycle dispose of all other components.2) Provide NPS three working days once the old boiler has been removed for cleaning, painting and installation of additional lighting within this area.3) Provide and install one new Weil McLain Model BL-1188W, Series 2, 30# heating boiler (see boiler specifications). Boiler to include a new Power Flame CRS3-0 oil burner (see burner specifications). 4) Perform hydrostatic pressure test of new boiler as per manufacturer's instructions. Test to be witnessed by authorized Park Service personnel as determined by the COTR. 5) Connect new boiler and burner to existing piping, venting, fuel supply, and electrical as per manufacturer's instructions. 6) Remove existing draft controls in existing boiler venting. Provide and install new Field M+MG2 18" draft controls. 7) Start, test, and adjust new boiler as per boiler and burner manufacturer's instructions. 8) Complete ASME CSD-1 form. 9) Provide Park Service with combustion test report and completed ASME CSD-1 form.10) Provide one-year parts and labor warranty. BOILER SPECIFICATIONS: 1) Weil McLain Model BL-1188W, low pressure, wet base, cast iron sectional, water boiler, minimum of 85.6% oil thermal efficiency. 2) Boiler to conform to Section IV of ASME Boiler & Pressure Vessel Code. 3) Boiler Trim: All electrical components to be of high quality and bear the U.L. label. A) Operating limit: Honeywell L4006A. B) High limit: Honeywell L4006E. C) Low water control: McDonnell Miller 63M. D) ASME certified pressure relief valve set at 30 PSIG. E) Combination pressure/temperature gauge clearly marked and easy to read. F) Modulating temperature control: Honeywell T775M. BURNER SPECIFICATIONS: 1) Power Flame Model CR3-0, fully modulating, U.L. Listed, oil burner. 2) Maximum firing rate 23.5 GPH, No. 2 oil, burner is sized for 3392 MBH @ elevation of 6800 FASL. 3) Fuel consumption meter (Gallons) post the fuel pump.4) Voltage 208, 3 phases, 60 cycles. 5) 500 VA step-down transformer 208 primaries, 120 secondary. 6) 2.00 HP, 208 volt, 3 phase blower motor. 7) Proven open damper pre-purge. 8) Honeywell RM7800L flame safeguard with ultraviolet flame detector. 9) Top mounted vertical control panel. 10) LED lights for power on, demand, main fuel, FSG failure.11) Burner on/off switch. 12) 135 OHM manual potentiometer with manual/auto switch. 13) Direct spark oil ignition. 14) Combustion air flow proving switch. 15) Integral fuel oil pump. 16) Main & auxiliary oil solenoid valves. 17) Oil strainer assembly. 18) Burner to include Honeywell ControLinks fuel air control system. Interested parties shall submit a quotation meeting or exceeding the requirements furnished above. Quotations should include descriptive literature for product being offered and include a priced list of options available, if applicable. Pricing shall include the cost to direct deliver and install at Crater Lake National Park in Crater Lake, Oregon.
