Description
This requirement is for a 3 year (a one year basic period and two one year option periods), Firm-Fixed Price, "C" type contract for the procurement of Advisory and Assistance Support Services for the WR-ALC Mine Resistant Ambush Protected (MRAP) Program Office personnel in the Total Life Cycle Systems Management of the MRAP Family of Vehicles (FoV). Services to include: conducting system supportability analyses, providing alternatives, and recommending solutions concerning life cycle cost, performance and schedule. Developing and documenting strategies to guide program execution from initiation through re-procurement of systems, subsystems, components, spares, and services beyond the initial production contract award and during post production support. Functional area requirements include program management, financial/business management, logistics management, system engineering, inventory/equipment management, data/configuration management and administrative expertise specific to managing Department of Defense (DOD) weapons systems. Place of Contract Performance: Robins Air Force Base Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFP. The Government will utilize the Tradeoff Source Selection Process in accordance with FAR15.3 and the DoD Source Selection Procedures as supplemented to make an integrated assessment for a best value decision. A tradeoff will occur among past and present information and price. Past and present performance is considered to be slightly more important than price though price remains an important consideration in the best value award decision. The acquisition will be competitive 8(a) set aside. The approximate RFP issue date will be 13 September 2011 and anticipated award on or before 23 Jan 2012. Electronic procedures will be used for this solicitation at www.fedbizopps.gov only. NO TELEPHONE REQUESTS WILL BE HONORED and no hard copies will be mailed out. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Foreign contractors will be permitted to participate at the prime contractor level. All questions regarding the RFP and /or the data must be submitted in writing to Desura.Gates@robins.af.mil with copy to Kimberly.Langford@robins.af.mil. NO TELEPHONE QUESTIONS. All questions and answers will be uploaded to www.fedbizopps.gov. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal.
