Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-11-T-0026 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The closing date of this synopsis/solicitation is 22 Aug 2011 at 4:30 P.M. EDST. The requirement is set aside for small business and the associated NAICS code is 334515. Contract Line Items: Line Item 0001 - Megger MCT1600B Test Set Description: Three (3) Megger MCT1600B Current Transformer Saturation, Ratio and Polarity Test Sets are needed. Delivery Information: The items shall be shipped no later than 15 days after the date of contract award. Point of Contact: Sarah Wiley, Contract Specialist Phone: 703-428-7407 Fax: 703-428-8181 Email: sarah.r.wiley@usace.army.mil Specifications for three (3) Automatic Current Transformer Saturation, Ratio and Polarity Test Sets Background: The United States Army Prime Power School (USAPPS) trains U.S. Army and Navy personnel on the proper utilization of Current Saturation Transformer Testing Technology to evaluate the condition of electrical current transformers and potential transformers and associated protective relay distribution equipment for their supported customers. Scope: USAPPS has a requirement for three (3) MEGGER MCT1600B test sets to support the Transformer Course taught at the Prime Power School. USAPPS is tasked to provide industry standard training because of the hazardous environment associated with medium voltage power generation and distribution. This requirement requires the school to continuously evaluate the curriculum for relevance and the best product available to accomplish this objective. The MEGGER MCT1600B specifications meet the desired training level and projected training level of the ALC course for 12P MOS (students), and the U.S. Army Corps of Engineers requirements for each 12PS3 soldier to understand Transformer Saturation theory concepts and usage while performing their protective transformer relay testing reports. Deliverables and Technical Specifications: The contractor shall supply three (3) MEGGER MCT1600B and associated operation software in accordance with the technical specifications listed below. a. Input: 100 to 265 V, 1 phase, 50 or 60 hz, 15A max draw b. Output:(continuously variable in four ranges: 1) 0-40 Volts at 2.0 Amps max (5 minute on 15 minute off) 2) 0-40 Volts at 5 Amps max for burden test 3) 0-160 Volts at 2.0 Amps max(5 minute on 15 minutes off) 4) 0-800 Volts at 1.5 Amps max(3 minutes on 15 minutes off) 5) 0-1600 Volts at 1.0 Amps max(3 minutes on 15 minutes off) c. Instrumentation: Voltmeters, Output: 1) 4 digit, auto ranging d. Resolution: 0.0000 to 1.9999/19.999/199.99/1999.9 e. Ranges 0-40/160/800/1600 Volts f.
