Description
NOTICE OF INTENT The Health Resources & Services Administration (HRSA), office of Rural Health Policy (ORHP) intends to negotiate, on a sole source basis, with Rural Health Resource Center of Duluth, Minnesota. This procurement shall be processed in accordance with the Contract by Negotiation Procedures as outlined in Federal Acquisition Regulations (FAR) Parts 15 and 6. The purpose of this contract is to provide technical assistance to RHITND grantees to provide the grantees with rural HIT expertise and skills they need to maximize their performance in improving the health of people living in rural communities. This contract will also assist grantees in assessing, monitoring, and achieving Stages 1 & 2 of the Meaningful Use of Electronic Health Records (EHRs) according to Federal regulations. The data collection, data base, and program models already acquired by the National Rural Health Resource Center, puts the organization in the unique position of maximizing returns to the Government's resources, rendering the sole sourcing of this requirement the most expeditious and cost effective method of procuring this Rural and Health Information Technology (HIT) specific information. The National Rural Health Resource Center is the only source known with the experience, expertise, and intimate knowledge of the pre-existing data that will be instrumental in the successful implementation of HIT networks. This is not a solicitation. A justification for other than full and open competition (JOFOC) is attached. Cite solicitation #11-250-SOL-00120 when corresponding. Identification of the agency and contracting activity: HHS/HRSA/OO/OAMP/DCS-3 a. Federal agency and contracting activity: HHS/HRSA/ORHP b. Sponsoring organization: HRSA/ORHP/Community Based Division 2. Nature and/or description of the action being approved. a. Acquisition purpose and objectives. The purpose of this contract is to provide technical assistance to RHITND grantees to provide the grantees with rural HIT expertise and skills they need to maximize their performance in improving the health of people living in rural communities.. b. Project background: The Health Resources and Services Administration's (HRSA) Office of Rural Health Policy (ORHP) is the focal point for rural health activity within the U.S. Department of Health and Human Services (DHHS). The Office is charged in Section 711 of the Social Security Act with advising the Secretary of DHHS on the effect of regulatory policy on rural communities and with ensuring access to health care services in rural communities through a variety of programmatic and policy activities. Through policy development, technical assistance, research, grant making and advocacy, HRSA's ORHP seeks to improve access to health care for the more than 60 million people who live in rural America. 3. Description of the supplies or services required to meet the agency's needs (including the estimated value). a. Performance/delivery period - Period of Performance: 1-year base period and two 1-year option periods. 4. Identification of the statutory authority permitting other than full and open competition. √ This acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c)(_1_) as set forth in Federal Acquisition Regulation (FAR) 6.302- _1_. 5. Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited. Nature of the acquisition and proposed unique qualifications of the contractor(s): The creation of this program is in response to the Health Information Technology for Economic and Clinical Health (HITECH) Act. ORHP created the Rural Health Information Technology Network Development Program to target the rural needs specific to the adoption of HIT and the meaningful use of electronic health records. The Center for Medicare and Medicaid Services has incentivized the adoption of EHRs. RHITND will support grantees ability to be eligible for financial incentives. Registration for medical professionals and hospitals to receive incentive payments began in 2011. There is a short turnaround to provide technical assistance to rural medical providers and to make certain they have adopted EHRs and are eligible for Federal incentives. The National Rural Health Resource Center's data will assist in the rapid program development needed to help rural providers become eligible for Federal incentives and avoid future penalties. 6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies: Notice of Intent post at FedBizOps 7. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable: The Contracting Officer, in making his determination concerning fair and reasonable cost, would insure that information submitted by the Offeror include, at a minimum, appropriate information on the prices at which the same and similar items have been sold previously, and is adequate for evaluating the reasonableness of the cost. 8. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted: The combination of expertise, experience, and resources, including an extensive network of contacts in the area of rural HIT networks makes the National Rural Health Resource Center an indispensable resource, which is not available from any other known contractor; and could not be developed sufficiently to complete the specified contract requirements within the project period. 9.
