- Dockside Repairs to NOAA Ship OKEANOS EXPLORER The ship inspection scheduled for August 18 - 19, 2011 in Key West, FL is cancelled. Information regarding an alternate ship inspection period and location is provided in bold text below. Revised information is also provided regarding the anticipated issuance date for the solicitation and the anticipated date that offers will be due. The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), has a requirement for dockside repairs to NOAA Ship OKEANOS EXPLORER (EX). The EX is 224 feet long, and her home port is Davisville, RI. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Anti-Roll Tank Drain Piping Renewal; Fuel Piping Renewal in 4-52-0-W Ballast Tank; Fuel Tank 4-52-0-F Vent Renewal; Bow Thruster Motor Overhaul; MSD Sewage Piping Renewal; Stern Thruster Space Bilge Suction Piping Installation; Gage and Instrumentation Calibration; Bilge Alarms Renewal; and Water Heater Renewal. OPTION ITEMS: Elinca System Inspection and Anode Installation, HVAC Duct Cleaning; Galley Refrigerator Renewal; Bow Thruster Padeye Installation; Waste Oil Discharge Piping Modifications; Deck Heads Renewal. Growth (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 50 calendar days, with a start date between November 1, 2011 and November 29, 2011; offerors will be requested to identify the actual start date within their offers. A ship inspection will be held September 14, 2011 at the Gulf Marine Support Facility, 151 Watts Avenue, Pascagoula, MS. Arrangements for attending the ship inspection must be made with the Port Engineer, Mr. Dave Jansohn, at 757-441-6418 no later than September 9, 2011. Contact information must be provided to the Port Engineer in order to gain access to the Gulf Marine Support Facility. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about August 26, 2011 with proposals due on or about September 27, 2011. The anticipated award date is October 25, 2010. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the lowest priced, technically acceptable offer. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit an offer, which shall be considered by the agency.
