- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), Vicksburg, MS advises industry of intent to compete the Monitoring and Testing Support Services of the Geotechnical and Structures Laboratory (GSL) under a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB). The Monitoring and Testing support contract will provide a contractor to assist the Government, on an as needed basis, with the appropriate personnel to support the execution of research tasks nationwide, including areas of Hawaii. Support may include, field data collection and analysis for all stages of projects with diverse geology and geohydrology. Data collection and analysis may come from streams, rivers, estuaries, and bays. Hazardous Toxic Radiological Waste (HTRW) investigations may include field sampling of soil, sediment, surface water and ground water, data-set analysis, numerical modeling, report writing, presentation preparation, and the non-technical support functions associated with all of these major areas of applied research. Analysis of the surface water data collection will be performed using state-of-the-art algorithms and models. A contractor would be expected to be able to acquire and analyze ground water, surface water and other hydrodynamic and hydraulic data collected in the field. The Government anticipates the award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five year ordering period with a minimum guarantee of $10,000.00. The solicitation will be posted on or around 18 August 2011 with a proposal due date on or around 06 September 2011. All documents are pending approval of acquisition strategy. The approved solicitation will be available on the Federal Business Opportunities (FBO) website at https://www.fbo.gov/. Compact discs and hardcopies will not be available. Interested parties are responsible for checking the FBO website often for solicitation issuance and amendments. All potential offerors are reminded, in accordance with FAR 52.204-7 Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. Additionally, in accordance with Federal Acquisition Regulations (FAR) 52.204-8 Annual Representations and Certifications, offerors are also reminded to register with Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. Proposals will be in form of hard copy submissions of technical, past performance, and pricing data. The evaluation factors will be outlined in Section M of the Request for Proposals. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement.
