Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Engineer Research and Development Center (ERDC) intends to award a Blanket Purchase Agreement (BPA) as a Small Business Set Aside for Community Orientation Consulting Services. As part of a Human Capital initiative, consulting services are needed to support the recruitment and acclimation of new employees to the Vicksburg area. This procurement will be conducted under NAICS code 713990. The size standard for this code is $7 Million. All questions should be directed to Contract Specialist, Christopher Barnett at 601-634-5397 or e-mail Christopher.M.Barnett@usace.army.mil. The services will include: 1) one-on-one meetings when recruits and new employees visit ERDC for the first time to answer their questions and allay their concerns, 2) conducting planned phone calls to provide additional information, 3) provide local tours of Vicksburg, 4) to provide seminars to large groups of recruits and new employees and 5) provide five initial seminars to management and recruiters on services available under the BPA. The Community Orientation Consultant may be required to do research in order to answer some questions that recruits and new employees ask. The Community Orientation Consultant will develop a packet of broad-based and useful community information that will meet the information needs of most recruits and new employees. The Consultant will provide the ERDC a quarterly report of generalized information gathered through discussions with recruits and new employees for use in improving the services of the Community Orientation Consultant as well as improving the ERDC's recruiting success rate. The BPA will establish pricing for a three year period for services if and when requested by the Contracting Officer, or authorized representative, up to a total aggregate value of $45,000.00. The Government is only obligated to the extent of authorized purchases actually made under the BPA. The contractor will be required to comply with the Army's requirement for Contractor Manpower Reporting, for information see https://cmra.army.mil. Clauses 252.232-7010, 52.212-1, 52.212-4, 52.222-41 Qualified Offerors must submit evidence of their qualifications in the following areas: (a)Residency - Must be a current resident of Warren County and lived here for a minimum of ten years. (b)Experience - Have demonstrated experience as an ambassador for Vicksburg and the surrounding region with ability to inform potential hires/new employees about their prospective living areas with details on such things as climate, residential areas, school systems, local ordinances and customs, and other services at the local, city and state levels. (c)Communication - Verbal and written communication and interpersonal skills with potential hire/new employees and their families as well as the ERDC staff. (d)Knowledge of Vicksburg and surrounding region, including cultural and social activities. (e)Organization - Ability to compile information from various sources in a well-organized, accurate, and detail-oriented manner. (f)Ability to plan and organize briefings and tours for potential hires/new employee. Quotes should include pricing as follows: 0001 Individual Orientation Session __________________ LS 0002 Individual or Small Group Tour of Vicksburg or within Warren County, tailored to the interests of the individual or group ___________________________LS 0003 Seminar ________________________ LS 0004 Contractor Manpower Reporting ________________________LS Contractor will be required to provide proof of automobile insurance prior to beginning work. Automobile used shall be a late model vehicle in good working order and must be equipped with air conditioning.
