Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Advanced Research Program (ARP), plans to procure on a sole source basis with Mary Fennell, 17 Lamson Rd., Barrington, RI 02806 for scientific and technical support for the NCI Cancer Care Initiatives- Phase 2. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance shall be for twelve months. In 2007, the NCI launched a community-based pilot project in an effort to address the fragmented cancer care currently provided in many local communities, and to bring important scientific advances and innovative multi-specialty care to all patients. Sixteen sites comprised this first cohort. The NCI Community Cancer Centers Program (NCCCP) is a model for hospital-sponsored community cancer care that implements initiatives and strategies to reduce healthcare disparities, increase accrual in clinical trials (including early phase trials and minority accrual), expand scientific initiatives on healthcare informatics and bio-specimen collection, improve quality of cancer care, and enhance survivorship and palliative care. An important benefit of the NCCCP model has been an increase in the number and variety of organizational connections, both informally and formally structured that have been established between hospital-based community cancer programs and other relevant NCI-sponsored organizations and/or research programs. An additional important benefit of the NCCCP model has been increased integration in community settings with private-practice physicians and the involvement/commitment of top management teams in community hospitals (CEOs, CFOs, etc.). The evaluation of the second cohort of NCCCP sites (n=14) will focus specifically on (1) how ongoing/developing inter-organizational linkages of the sites with other NCI-designated centers, other NCI-sponsored research programs, and funded academic organizations can differentially influence site performance across key program areas, and on (2) how engagement of physicians through their practice organizations with NCCCP goals and activities can influence the quality of cancer care available within the community sites. This contract is for Phase 2 activities that build upon the activities in Phase 1. The work in Phase 1 of the contract was primarily developmental, both conceptually, and theoretically, necessitating a continuation contract to finalize and complete two of the three projects outlined for Phase 2. Tasks for Phase 2 are NCCCP 2010 cohort evaluation, Multidisciplinary Care Teams in Cancer Care, and Multilevel Intervention Research White Paper Development. The contractor shall have a Ph.D with a minimum of 10 years research experience in formal organizations, health care teams, processes of change in health care organizations, examination of organizational connections/linkages and their influence on care delivery performance and quality and cost of patient care, including linking abstract concepts to empirical measurement. Application of research experience in large, multi-site evaluation studies of community cancer centers is required. In addition to the requirements above, the following qualities are sought: Reputation and Recognition: The contractor shall have a reputation for expert knowledge and be widely recognized for their work in evaluation and research in the above-mentioned areas. Management Experience: The contractor shall have had at least 4 years experience in providing technical oversight to large multi-site evaluation studies of community cancer centers. Dr. Mary Fennell is uniquely qualified to carry out the terms of this contract given her long-standing professional work in program evaluation and health care research. Dr. Fennell is nationally known for her research on inter-organizational linkages in healthcare. In addition to her work on diffusion of medical innovation through inter-organizational linkages, she has also examined the impact of changes in regulatory policy on the development of linkage strategies in rural areas. Dr. Fennell has been integral in the development of the evaluation concepts and framework for the NCCCP pilot evaluation. Dr. Fennell's work in multidisciplinary care teams developed from her extensive work studying health services healthcare organization change, innovation, and performance that enabled her to author a conceptual paper on the organization of multidisciplinary cancer care teams and their influence on quality cancer care (Fennell et al 2010). She has the relevant experience with the impact of multilevel organizational structures and research network factors on compliance with breast cancer guidelines (LaLiberte et al, 2005). She has also examined the dying trajectory of cancer patients in the last years of life (Teno et al, 2001, Weitzen et al 2003), and governance of multihospital systems (Fennell & Alexander 1993). Dr. Mary Fennell is the only known source, who is a pioneer in organizational research within health care delivery settings and is nationally known for her work in healthcare organization change, innovation and performance. Dr. Fennell's work has been published and cited in books and journals, nationally and internationally. Her leadership in evaluation research and breadth of relevant experience in team structures in healthcare settings as well as her foundational work in multilevel research and conceptual development work in multidisciplinary care teams is unique. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 26, 2011.
