Description
Past Performance Questionaire Request for Proposal The Director of Cost Assessment & Program Evaluation (CAPE) conducts independent analysis and is the principal advisor to the Secretary of Defense and other senior officials of the Department of Defense providing independent analysis and advice on cost estimation, cost analysis, and the planning and programming phases of the planning, programming, budgeting, and execution system. The DEPPS follows previous work done in this arena, labeled the Defense Economic Impact Modeling System (DEIMS), which used an economic input-output (I-O) to estimate demands for subassemblies, parts, and materials that the DoD generated with its purchases. The DEPPS projections start with the DoD budget and transformed Future Year Defense Program (FYDP) data is applied to restate purchases from each of 360 industries and 50 states plus the District of Columbia. The Economic and Manpower Analysis Division (EMAD) of OSD, Cost Assessment and Program Evaluation (CAPE) is responsible for publishing the projected defense purchases by industry and state. This publication is provided to members of the Congress with direct oversight of defense and is also available to the public. The publication fulfills both a legislative requirement and an industrial desire for data on planned purchases that can help make better informed investment decisions. The objective of this effort is to provide professional analytical services to take the defense expenditures and allocate them into different industries and locations, then incorporate these into a macroeconomic I-O model that allocates direct expenditures and employment by region (state), industry, and occupation.
