- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Electronic Warfare Integration Department, Q34, Naval Surface Warfare Center Dahlgren Division, intends to procure on a sole source basis from Newport News Industrial Corporation (NNI), 182 Enterprise Drive, Newport News, VA 23603, Shock Engineering Services support for NAVSEA qualification testing on new Decoy Launch Processor (DLP) mounts for future installation onto Nimitz-class aircraft carriers. The DLP, with new mounts, must be shock qualified in order to receive NAVSEA approval for installation of the entire Decoy Launching System (DLS) on Nimitz-class aircraft carriers. NNI is the only known supplier capable of meeting the Government ™s minimum requirements. Vendor shall develop a shock test procedure for the MK 53 DLS Decoy Launch Processor (DLP) based upon the results of the NNI Shock Engineering Analysis (reference Decoy Launch Processor (DLP) Shock Analysis, 06/16/2011; Fleiss, Edwards; Newport News Industrial (NNI) Corporation, and Decoy Launch Process (DLP) Shock Analysis, 06/23/2011; Fleiss, Edwards; NNI Corporation) that utilizes a Deck Simulation Shock Machine (DSSM), U.S. Patent 7,878,042, and is formatted in accordance with MIL-S-901 for submission and approval by the Naval Sea Systems Command (NAVSEA) Shock Technical Warrant (TWH). The procedure shall include specification of the test fixtures to be used for mounting the DLP in the DSSM. In order to reduce cost to the US Navy, the DSSM shall be used in lieu of heavyweight shock (floating shock platform or œbarge ) testing. Vendor shall develop a vibration test procedure that meets the requirements of MIL-STD-167 Type 1 testing. The procedure shall include specification of the test fixtures to be used for mounting the DLP on the vibration table specified in the procedure. Vendor shall conduct the vibration testing in accordance with the vendor developed vibration test procedure. Vendor shall conduct the shock testing in accordance with the vendor developed shock test procedure. Vendor shall provide a shock test report formatted in accordance with MIL-S-901D for submission to the NAVSEA Shock TWH. The vendor shall provide a Type 1 vibration test report formatted in accordance with MIL-STD-167. Vendor shall provide reports of all conferences held between Government personnel and contractors, and NNI personnel and contractors. All testing and all deliverables shall be delivered within 6 months after receipt of contract. The Government will provide the items under test as Government Furnished Equipment (GFE) to the vendor. The items will include a MK 24 DLP mounted on shock isolating mounts. The Government will provide the equipment to stimulate the DLP before, during, and after each test shot as well as the Data Extraction (DX) equipment to verify correct operation of the DLP. The Government will provide Subject Matter Experts (SME) to support setup and testing. Interested vendors must be able to demonstrate, in writing, their capability to provide and meet the above minimum technical requirements. Interested businesses are invited to submit a capability statement, not to exceed 5-pages in length, describing the offeror ™s ability to fulfill this requirement. Statements will demonstrate company ™s previous shock engineering analysis results, skills, expertise, equipment, and facilities to conduct the shock qualification planning; including obtaining approval of the test plan by the NAVSEA Shock Technical Warrant Holder (TWH), and be vetted through the TWH as being an equivalent substitute for NNI. The shock and vibration qualification testing is required to fulfill the NAVSEA Configuration Management Process requirements for approving installation of the MK 53 DLS on Nimitz-class aircraft carriers. Responses must be received no later than 2:00 PM EST on 22 August 2011. Submit capability statements, by Email, to kevin.m.quinn2@navy.mil. The NAICS code is 541330, $4.5M standard. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm-fixed priced. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this procurement.
