Description
Description: The Air Force Flight Test Center (AFFTC), 412th Test Engineering Group (TENG), Edwards AFB, CA, intends to award a follow-on 5-year, non-commercial, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract (FA9302-11-D-0005) to L-3 Communications Corporation, Telemetry-East Division, 1515 Grundy's Lane, Bristol, PA 19007-1506 under Federal Acquisition Regulation (FAR) Part 15 and Part 6 using other than full and open competition based on Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B), with L-3 being the only manufacturer of the NSA certified Telemetry Support Package. The NAICS code is 334220. Requirement: The following telemetry data items must be NSA certified: KGR-135A, SP10-135A, LIM-135A, LIM-B-135A, ISM-1000, and ADU-1000. The KGR-135A is a rack-mounted Telemetry Decryption device suitable for use in a Telemetry Ground Receiving Station. It is capable of decrypting synchronous serial data at rates from 10 Kbps to 50+ Mbps. It is designed around the KGV-135A key generator device and is cryptographically compatible with both the KGV-135A and KGV-68B. It is an NSA certified COMSEC product. The SP10-135A is a complete Telemetry Data Encryption unit designed primarily for aircraft flight test use. It is compatible with existing KUTA or THORNTON class equipment (KGV-68B), as well as KGV-135A based equipment. It is an NSA certified COMSEC product. The LIM-135A is the required interface between a common keyfill device and a KGV-135A based airborne crypto-support package, such as the ISM-1000 or SP10-135A. The common keyfill device connects to the 6-contact audio connector mounted indirectly on the LIM-135A box. The LIM-135A interfaces to the crypto-support package via a detachable cable. Ordering information: Model Number LIM-135A MDM interfaces to an ISM-1000, model number LIM-135A-SP10 interfaces to an SP10-135A. The LIM-B-135A is the required interface between a common keyfill device and the KGV-135A based airborne decryptor unit, such as the ADU-1000. The common keyfill device connects to the 6-contact audio connector mounted indirectly on the LIM-B-135A box. The LIM-B-135A interfaces to the airborne decryptor unit via a detachable cable. The LIM-B-135A provides power via batteries to power the ADU-1000 without applying prime power. Ordering information: Model Number LIM-B-135A MDM interfaces to an ADU-1000, model number LIM-B-135A-SP10 interfaces to an SP10-135A. The ISM-1000 is a complete Telemetry Data Encryption unit designed primarily for the robust environments anticipated with Launch Vehicle and Weapon Systems flight test applications. It is an NSA certified COMSEC product designed to integrate the KGV-135A Encryptor device with an Airborne Digital Data System. The ADU-1000 is a complete Telemetry Data Decryptor suitable for airborne applications, capable of decrypting either 68B or 135A encrypted data. Delivery date: 180 DARO The following services are required for the items listed above: TEMPEST Testing, EMI/RFI Testing, Upgrade/Enhancements, Teardown/Evaluation and Maintenance/Repair, and Technical Support. FOB: Destination, Edwards AFB, CA 93524 Contractors interested in this requirement should submit a complete technical package which provides clear and convincing evidence that they can meet the Government's requirement. Anticipated award date is 18 Oct 2011. Responses must be received no later than 11:00am, Pacific Standard Time on 23 August 2011.
