- FISC Norfolk Contracting Department, Philadelphia Office intends to solicit on a full and open competition basis for the Department of the Navy, Bureau of Medicine and Surgery, the abstracting of clinically pertinent data and analysis of approximately 170 health care investigations that fall under the cognizance of the Risk Management Office of the Bureau of Medicine and Surgery located in Washington, DC. These investigations require analysis, evaluation summarizations, abstraction for risk factors, identification of risk reduction strategies and, in some cases, the coordination of the medical specialty reviews and the quality assurance reviews of Judge Advocate General (JAGMAN) investigation. In addition to the investigations, approximately 75 medical malpractice cases will also require analysis and closure. This task requires use of BUMED designated malpractice databases and the NPDB (National Practitioner Data Bank) reporting system. The contractor shall also support other time sensitive risk management activities, including malpractice verification requests as needed, analyzing and summarizing root cause analyses (RCA), aggregate summary reports and Failure Mode and Effective Analyses (FMEA) reports, database maintenance, follow-up on team training programs. The contractor will also extract data from the CCQAS (Centralize Credentials Quality Assurance System ) system and multiple reports for data mining projects and participate in designated BUMED internal or external quality projects. The anticipated performance period for this procurement will be a 12-month base period with two one-year option periods. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using subpart 13.5 test program procedures. The award of a firm fixed price contract is anticipated. Offerors will submit a technical and price proposal as required by the solicitation. The technical proposal will be considered more important than price. Release of the Request for Quotes [RFQ] will be via the internet.
