Description
AMENDMENT NOTICE-0004: The Naval Surface Warfare Center, Panama City Division (NSWC PCD), Panama City FL is soliciting competitive quotes for purchase and installation of portable guardrails. This requirement is 100% set aside for qualified small businesses. The guardrails will be installed on the roof of Buildings 544 and 608 at the Naval Support Activity, Panama City, FL (NSA PC). The guardrails will be required to meet the following requirements: be Occupational Safety and Health Administration (OSHA) compliant capable of withstanding a 200lb lateral force; be Freestanding and not penetrate the roof; be capable of remaining on the rooftop during inclement weather or hurricanes up to 130 mph of wind speed; be corrosion resistant (i.e. hot-dipped, galvanized steel finish, etc.); be easily assembled and taken apart such that a 600 foot run can be assembled or taken apart in no more than eight hours by two people; be arranged in a way that provides a safe walkway for personnel on the roof per the attached diagrams. Offerors will be required to provide a Fall Protection Plan for the work being done on the roof during installation and must provide proof of their Fall Protection qualifications. NSWC PCD intends to conduct a site visit of the two roofs that is scheduled to meet in the lobby of Building 110 at 0900 on 04 August 2011. All interested parties shall contact NSWC PCD Code B31 at 850.234.4065 by 3:00 PM CDT on 01 August 2011 to notify intent to participate in the site visit and to provide evidence of fall protection training for each visitor prior to being allowed access to the roof. Visitor badges can be obtained at the Main Gate. The order will be a firm-fixed price purchase order. The order will be based on award to the offeror whose price is the lowest and proposal is technically acceptable. Pricing will be FOB Destination to the Naval Surface Warfare Center Panama City Division, Panama City, FL. Therefore, the quote/proposal must include all applicable shipping charges. Installation to be completed within 30 days after award of the order. Inquiries shall be directed to NSWC PCD Code B31 at 850.234.4065. All questions pertaining to this synopsis must be presented in writing via email no later than 22 August 2011 @ 9:00 AM Central Daylight Savings Time. The closing date is amended to 26 August 2011 at 9 AM Central Daylight Savings Time. Contract Specialist: Oren Gilbert, Code B31, NSWC PC, 110 Vernon Avenue, Panama City, FL 32407-7001 (850) 234-4065, email: oren.gilbert@navy.mil RESPONSE TO QUESTIONS: 1 - IS THE CONTRACTOR RESPONSIBLE FOR LIFTING MATERIAL TO THE ROOF? Contractor will be responsible for lifting materials to the roof. If a crane is used, it will have to be certified by NAVFAC (simple to do) before it can be used. Once awarded, NSA's 'Crane People' will contact the Contractor (NOT the subcontractors) about requirements for certifying the crane. They do it all the time and say that it's a simple procedure. 2 - AT THE AREA ON THE LOWER ROOF WHERE THE ANTENNAS ARE STAGED WITH THE FORKLIFT. THERE IS NO FALL PROTECTION TIE OFF, WOULD THE NAVY LIKE TO ADD A NON-PENETRATING TIE OFF TO SECURE WORKER(S) WHILE THEY ARE EXPOSED TO THIS HAZARD? IF SO, HOW MANY WORKERS? We would like two (2) non-penetrating attach points on the lower roof area for equipment staging (shown on drawings). There will not be more than two workers on the roof at one time. 3 - CURRENTLY, THE ROOF HATCH ON B544 IS UNPROTECTED; WOULD THE NAVY LIKE TO ADD A ROOF HATCH KIT WITH SELF CLOSING GATE TO THE SCOPE OF WORK? Yes, we would like to add a roof hatch kit (with closing gate) to both roof access hatches location on B544. 4 - AT BUILDING 608 THE CABLE ACCESS DROPS ARE VERY CLOSE TO THE EDGE; IS IT ACCEPTABLE TO ATTACH TO THE BRICK WALL? Yes, it will be fine to attach the guardrails to the brick wall. Please note, the brick is only a veneer with concrete block behind it. 5 - CAN YOU TELL ME WHERE THE GUARDRAIL IS NEEDED ON THE ROOF? Guardrail placement and location is shown on the drawings. 6 - WHAT ARE THE DIMENSIONS? Shown on drawings. 7 - IS THIS A NEW OR EXISTING ROOF? Both roofs are existing. B544 roof is approximately eight years old, while B608 roof is approximately 18 months old. 8 - WHAT TYPE OF ROOF IS IT? (WOOD, METAL, CONCRETE) B544 is a concrete roof and B608 is a 22 Gage Type B Metal Deck 9 - WHEN ARE THEY LOOKING TO PUT THE GUARDRAIL ON THE ROOF? Whenever possible. We will have to work with the building occupants to ensure their testing calendar allows for people to work on the roof, but that should be easy to coordinate. 10 - IS THERE A BUDGET? The order will be based on award to the offeror whose price is the lowest and proposal is technically acceptable. 11 - DO YOU NEED A PE STAMP? No, PE stamp not needed. 12 - IS UNION LABOR NEEDED? It is up to the bidder what type of labor will be used to complete project. 13 - IS THIS A PREVAILING WAGE JOB? Yes 14 - I WOULD LIKE TO ASK WHAT YOU CONSIDER ASSEMBLED OR TAKEN APART? I AM AWARE OF SOME SYSTEMS THAT IT MIGHT BE POSSIBLE TO DISASSEMBLE IN 8 HOURS BY TWO PEOPLE, BUT I DO NOT KNOW IF YOU COULD GET EVERYTHING OFF OF THE ROOF IN THAT TIME PERIOD. We're looking for assembly/install time. 15 - ALSO, I AM NOT AWARE OF ANY FREESTANDING SYSTEM THAT IS RATED TO RESIST 130 MILE AN HOUR WINDS. Most buildings are designed to withstand 130 mph wind load. We are looking for a system that does not require being disassembled/removed during hurricane conditions.
