- This is a sources sought notice only; it is not a request for quotations or offers. This market survey in no way binds the Government to offer contracts to responding companies. All information shall be provided free of charge to the Government. The Naval Surface Warfare Center Panama City Division (NSWC PCD) is hereby conducting a market survey of all potential sources for an integrated electro-hydraulic cylinder (IEC) to be used in a current developmental project. An IEC is a device that incorporates a hydraulic cylinder, electric motor, hydraulic pump, and associated valves into a single unit for the purpose of providing a linear force output given an electrical input. The purpose of this survey is to determine whether industry has suitable products on hand or available with minimum developmental effort and time. The preliminary requirements for the proposed device are, but are not limited to: Type: Self-contained double-acting electro-hydraulic cylinder unit Force: 5000 lbf minimum - preference given for higher forces Stroke: 7 min Retracted length (pin to pin): 14 max Dimensions: Must fit within a 16 long, 8 high, 6 deep envelope Extension Speed (Full Load): Maximum 60 sec - preference given for higher speeds Cylinder End Mounting: clevis mount with hole oriented such that the motor/pump/valve assembly will be located on the bottom of the unit with the clevis pin vertical Rod End Mounting: 0.5 hole through rod, perpendicular to rod axis Motor Voltage: 24 Vdc Motor Current: 40 A max Valving: oManual float valve with flow limit (connects both sides of cylinder via an adjustable orifice) operable by remote handle oLoad holding valves for extend and retract Manual Override Type: Lever operated pump integral to cylinder assembly with removable lever Manual Override Function: Extend rod Manual Override Max Effort (Full Load): 30 lbs force on lever end, 150 pumps to full open Manual Override Lever Length: 36 Max Rod Position Sensors: Adjustable sensors at each end of rod travel to provide end-of-stroke signals Hydraulic plumbing: All hydraulic passages shall be contained within a solid valve/pump assembly. No external hoses Finish: Black corrosion resistant finish on all parts (except rod); stainless steel fasteners excluded Operational Temp Range: -20 to 130 F Storage Temp Range: -30 to 170 F Hydraulic fluid: Unit shall be provided pre-filled and bled with hydraulic fluid preference given to non-hazardous fluids Maintenance: Unit shall be maintenance free for a period of 5 years with a usage rate of not more than 1 actuation per day. Responses to this Request for Information should include supporting materials that provides a demonstration of your company s capabilities, experience, and overall understanding of the preliminary requirements that NSWC Panama City Division has identified. The following information is requested. A development cost rough order of magnitude (ROM) is requested where an off-the-shelf estimate is not available for the criteria listed above. 1.Description of the hardware configuration and concept as it applies to the evaluation list above. 2.Product development history and current status. 3.Product application and history of fielded systems. 4.ROM cost and development schedule for a component or prototype system. 5.ROM cost and lead time. 6.US Military applications including points of contact (POCs), if available. At no cost to the government, responding vendors may continue technical dialogue with this market survey s Technical Point of Contact after the initial response is provided. This is a Sources Sought announcement, a market survey for written information only. The applicable NAICS code for this procurement is 333995 and FSC is 3695. The small business size standard is 500 employees. Companies responding (offerors) should indicate whether they are, or are not, a Small Business, a Socially and Economically Disadvantaged Business, Woman-Owned Small Business, 8(a), Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, or a HUBZone. Interested parties should respond no later than 31 August, 2011 at 12:00pm Eastern Daylight Time (EDT). Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning. This sources sought notice is to assist the NSWC PCD in identifying an appropriate acquisition strategy only. A solicitation is not currently available. If a solicitation is issued, interested parties must respond to the solicitation to be considered for award.
