Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The United States Air Force, ASC/PKO Division, Wright-Patterson AFB, OH is seeking potential sources under FA8601-11-T-0223SS to determine if qualified businesses are capable of providing maintenance service to medical mannequins manufactured by Medical Education Technologies IAW the requirements below. Firms responding should specify their product meets the technical requirements listed below. All interested firms shall submit a response demonstrating their capabilities to provide the product meeting the specifications to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, or a woman owned business. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the annual revenue does not exceed $19,000,000.00. NAICS Code to be used for this acquisition is 8121219. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). Capabilities package: All interested firms shall submit a capabilities package with evidence to provide a system which meets or exceeds the requirements. All capability packages must include: 1. Not to exceed five (5) single-sided pages in length. 2. Include small business classification(s): (Small Business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.) 3. Address requirements numbered below: 1) At a minimum all mannequins will be physically inspected, cleaned and checked for serviceability of all electrical, hoses, components, mechanical, circuits, housing units, skin, LED lights, METI produced/via METI purchased systems, systems upgrades, calibrations, alignments, voice units, lung calibration/function, pneumatic adjustments, and overall functionality will be and maintained where deficient or unserviceable. • Mannequins needing maintenance will be Medical Education Technologies, Inc: 12 iStan systems, 10 ECS systems, 2 METIman systems, 6 HPS systems and 1 PHPS system. 2) Monthly service check for each type of mannequin (PHPS, HPS, ECS, MetiMan, etc.) • This service check must consist of running each individual mannequin through a series of scenarios that are specific for each type mannequin. o At a minimum, the PHPS and HPS mannequins should be tested to ensure it remains able to perform drug recognition and response, respiratory gas exchange, anesthesia delivery and patient monitoring on in-house clinical monitors which includes but is not limited to pupils that automatically dilate and constrict in response to light, thumb twitch in response to a peripheral nerve stimulator, variable lung compliance and airways resistance, automatic response to needle decompression of a tension pneumothorax, chest tube drainage and pericardiocentesis, and automatic control of urine, blood, and other bodily fluid output. o At a minimum, the iStan mannequin should be tested to ensure it remains able to perform in the same fashion as mentioned above for the HPS and PHPS mannequin models; however, the iStan must perform in a tether less or wireless form. o At a minimum, the ECS mannequin should be tested to ensure it remains able to perform advanced airway and oxygenation management, fluid administration, pulmonary and cardiovascular systems to include defibrillation, Advanced Cardiac Life Support (ACLS), trauma and emergency functions in addition to any bleeding, breathing, blinking, and convulsions and drug administration. o At a minimum, the MetiMan mannequin should be tested to ensure it remains able to perform in the same manner as the iStan as it is also a wireless or tether-less mannequin. Therefore, at a minimum, it must be able to perform as the PHPS and HPS but in a wireless fashion. 3) The service representative must be able to troubleshoot each specific mannequin and perform maintenance on each mannequin replacing/repairing/maintaining/calibrating, etc. using original manufacturer parts/components. 4) The service representative must be able to travel to the mannequin's location and/or accept any mannequins that will require further and/or more extensive maintenance requiring more time for repair. If a mannequin is shipped to the service representative for repair, a mannequin of at least equal capability will be sent to the user as a temporary replacement until repaired mannequin is received and in working condition at the end-user location. 5) If a mannequin is shipped to the service representative for repair, the mannequin will be returned to the end-user location in serviceable working condition in no later than 30 days. 6) The using activity must be able to contact the service representative for additional repairs outside the routine monthly scheduled maintenance, and the service representative must be able to go to the using activity for any repairs and/or maintenance upon request within 7 duty days. However, if the service representative is unable to meet the 7 duty day deadline, the service representative must send a mannequin of at least equal capability for temporary replacement until they can perform service on the mannequin needing maintenance. 7) The service representative or company POC must be available for customer support and any service issues to include service needed via phone and email at a minimum. 8) Any shipping costs of the mannequins to and from the site to the service representative's company is covered by the service representative. The Government intends to consider all comments and the responsive capability statements when developing its final acquisition strategy and resulting RFQ(s). The synopsis, amendments and other information related to this sources sought as well as any subsequent procurement notifications will be posted on FedBizOpps.
