- The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a firm fixed price indefinite delivery requirements type award on a sole source basis, IAW FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). FD Neurotechnoligies, 6400 Baltimore National Pike Suite 250, Catonsville Maryland has been identified as the only responsible source that can provide histological slides within the conditions as described below. This requirement is for commercially available for histological preparation of tissue including cryoprotection, freezing and paraffin embedding, sectioning with a cryostat and microtome, mounting of tissue sections on slides of guinea pigs, mice, rats, and monkeys. The total estimated award amount is $900,000.00 for a base year (12 months) and 2 option years, for a total award duration of 36 months. Responsible firms may identify their interest and submit a capability statement to respond to future requirements. Email statements are preferred. Statements are due no later than 8:00 A.M. EST on 29 August 2011. No telephone calls will be accepted. This Notice of Intent is not a request for competitive proposals. However, information received from this synopsis will be considered by the government. A determination by the Government not to compete this proposed award is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. Other sources may be capable of adequately providing slides; however, the slides must be obtained from FD Neurotechnologies as this work involves an ongoing protocol and in order to insure the consistency and scientific merit of the work, the work must be performed by the same source. The tissue needs to be identically processed as previous tissue to most effectively integrate the overall neuroanatomical assessments and data collection. For the most direct, meaningful comparisons, including among species, it is essential that brain tissue specimens be prepared in an identical manner to ensure research contnuity. FD Neurotechnologies is a local company. In order for this final product, we must transport the brains, which cannot be frozen. If we were to use a company that is not local, we would have no way to transport the brains to the company without risk of damaging the product.
