- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA2860-11-T-0037. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-53. This requirement is set aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 813110 Religious Organization with a $7.0 million size standard. Award will be based on Lowest Price Technically Acceptable (LPTA). Written proposals are required (oral offers will not be accepted). Only one contract will be awarded. Period of Performance: 01 September 2014 - 30 August 2015. 4001: Option Year IV - Service Non Personal: Contractor to provide Protestant Parish Coordinator work for Base chapel at Joint Base Andrews NAF MD in accordance with the attached Statement of Work, ESTIMATED QTY: 40, UNIT: HOURLY, UNIT PRICE: ____________, NOT TO EXCEED AMOUNT: ___________. Period of Performance: 01 September 2015 - 30 August 2016. TOTAL PRICE OF BASE PLUS FOUR OPTION YEARS ____________. Required place of performance is located at 1679 Brookley Ave. Joint Base Andrews NAF, MD 20762. The resulting contract will be a firm fixed price. Performance Work Statement (PWS) for Protestant Parish Coordinator 1. SCOPE OF WORK: 1.1. The contractor shall provide non-personal Protestant Activities Coordinator services, furnish all labor, tools, materials, transportation, and incidentals, except as specifically provided, as necessary to perform the duties of the base Chapel Protestant Activities Coordinator position in accordance with the tasks identified herein. Said individual should exhibit a positive, self-directed and motivated disposition. In addition the contractor should have a demonstrated familiarity and experienced participation with the Protestant Christian faith and practice. They should demonstrate they are in good standing of an established protestant church/denomination, and a good understanding of the others; i.e. Baptist, Methodist, Lutheran, Assemblies of God, etc. 2. SKILLS: 2.1. Interpersonal. Contractor shall possess the ability to constructively work with chapel staff, parish staff, parishioners, and the public in an interfaith arena. 2.2. Professional. Contractor shall be an efficient manager and able to coordinate activities, and facilitate communication between parish organizations. 2.3. Communication. Contractor shall be able to communicate the needs and goals of the Andrews AFB Protestant Parish Coordinator to Chapel staff, volunteers, parishioners, and the public, both verbally and in writing. In addition, shall be an excellent proofreader. 3. SCOPE OF RESPONSIBILITIES: 3.1. Attend the Andrews AFB Protestant Parish Advisory Council Meeting as a nonvoting member/advisor for the purpose of briefing and proposing activities information pertinent to Protestant Parish for inclusion in the annual calendar. 3.1.2. Use current policy guidelines to assist chaplains and parish organizations in developing, administering and tracking the Andrews AFB Protestant Parish budget as it relates to Parish activities programming. 3.1.3. Use inputs from chaplains and parish organizations to create and maintain a 12-month Calendar of Events. 3.1.4. Serve as a central source of information on: personnel, calendars, budget, rosters, and on-going and projected events. 3.1.5. Assist chaplains and parish organizations in the recruitment, training, utilization and recognition of activities volunteers for the Protestant Parish, including but not limited to, worship committees and auxiliaries. 3.1.6. Receive, consolidate, coordinate and publish Protestant Parish event publicity in a timely manner. Coordinate all Protestant publicity activities with the proper chapel staff and meets all publicity and printing suspense. 3.1.7. Assist the Contracting Officer Representative (COR), who is the senior Protestant Chaplain, in the scheduling/coordinating of chapel activities to include weekly worship services, weddings, funerals, baptisms, seasonal services, and other special events that may present themselves in MS Outlook. 3.1.8. Assist parish organizations in maintaining assigned bulletin boards. Bulletin boards shall be neat, tasteful and timely (seasonal) to reflect changing activities. 3.1.9. Secure/open chapel facilities when chaplains or chapel assistants are not available for scheduled events. 3.1.10. Ensure all event bulletins and publicity items are proofread and corrected before going to print or are used for public viewing. 3.1.11. Office hours and schedule are mutually determined with the COR anticipating 30 duty hours per week (normally served within 0730-1630 M-F), and up to 10 hours involved in actual event and service coordination (weekends and evenings as needed). Hours will be flexible depending on the season of the church year and events scheduled. Contractor shall publish and update as needed a schedule of hours of availability. 3.1.12. Assist chaplains and parish organizations as needed for support requests, including but not limited to, facility, fund, publicity, chaplain and chapel assistant support requests. 3.1.13. Assist chaplains and parish organizations in properly reporting all program and event attendance and chapel facility use information. 3.1.14. Assist responsible individuals with the weekly wedding briefings and coordinates all Protestant wedding requests and funerals with the COR. 3.1.15. Adhere to computer security requirements and usage. 3.1.16. Maintain professional, courteous relationship with Chaplain Service staff, volunteers, other contractors, and other military and civilian agencies. 3.1.17. Contractor shall adhere to Andrews AFB's computer security requirements and usage. 3.1.18. Contractor shall comply with copyright license reporting and copyright license identification procedures. 3.1.19. The Protestant Activities Contractor should bring any problems or issues to the attention of the COR (Senior Protestant Chaplain). If the matter remains unresolved, the Protestant Activities Coordinator may elevate the matter to the Wing Chaplain. The 11th Contracting Squadron retains the sole responsibility and authority to modify the terms and conditions of any resulting contract between the government and the Contractor. 3.1.20. Contractor shall make every effort to solve matters at the lowest level. 3.1.21. Contractor Responsibilities. Leaves or absences in excess of three days will be coordinated with the Senior Protestant Chaplain at least 30 days in advance. 4. EDUCATION AND EXPERIENCE REQUIREMENT: The Protestant Parish Coordinator must: 4.1. Have sufficient amount of computer knowledge to enable the learning of worship presentation software and other programs to be adopted in the future which would be utilized within the Parish Coordinator's position. 4.1.2. Shall possess as a minimum a certification in theology or religious studies or related field. 4.1.3. Have the ability to work in a multi-denominational environment. (i.e. Baptist, Methodist, Pentecostal, Church of Christ, etc.) 4.1.4. Demonstrate enthusiasm for parish ministry and work with chaplains, contractors, volunteers, and laity 4.1.5. Have at least 2 years recent experience as a coordinator for programs at a local church or chapel. 4.1.6. Be able to clearly express the details of basic Christian doctrine. 4.1.7. Submit a resume to include certificate(s) and work related references. 5. TIME AND PLACE OF PERFORMANCE: 5.1. Time. Weekdays during mutually agreed customer service hours. Additional service hours will be coordinated in advance to accommodate special or short notice service needs. Each hour of service is considered one unit for pay purpose. WEEKLY MINIMUM 30 units EVENT/SERVICE COORDINATION 10 units TOTAL NOT TO EXCEED: 40 units 5.2. Place. Chapel space provided for completing chapel unique and customer service tasking(s). Location to be negotiated and could change as needed. Work space can be co-located with other program support Contractors. Other locations in or out of chapel facilities maybe required as tasks demand. The Chapel will provide adequate work and storage space, computer and printer, office supplies and copier to complete chapel unique tasks. Inspection and Acceptance Terms: Services/Installation of Work shall take place on 01 September 2011. The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions-Commercial Items for contractor's failure to perform satisfactory services or failure to correct non-conforming services. It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses.
