- EE133E11-RQ-1004 Cisco Device Listing THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE133E-11-RQ-1004. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-53. This procurement is a total small business set aside. The FSC for this is D399 and the North American Industry Classification System (NAICS) code is 423430, small business standard is 100 employees or below. The NOAA Wallops Command and Data Acquisition Station (WCDAS), 35663 Chincoteague Road, Wallops Island, Virginia, 23337, has a requirement for the following items: Cisco SmartNet technical and hardware support contracts for the equipment listed on Attachment #1 of this solicitation. Terms and Conditions: Cisco SmartNet service 8x5xNBD Contractor must be Cisco Gold or Silver certified partner. Contractor must have capability to co terminate additional equipment under the awarded contract and provide a pro-rated cost for the support of this equipment for the remaining period of performance. Period of Performance: 9/1/2011-8/31/2012 FAR 13.106-1(b) (1) Soliciting from a single source-Brand name BRAND NAME JUSTIFICATION: In order to facilitate increased efficiency in managing its IT resources, WCDAS has standardized on the products manufactured by Cisco. This brand and model of routers, security appliances, and switching devices has proven to satisfy mission requirements and NOAA IT security requirements. WCDAS staff has achieved the training level required to support this brand of equipment and Cisco equipment is currently used in multiple systems at this facility. The introduction of a different brand may cause compatibility problems for the network configuration and the IT security plan. Market research indicates that there are numerous potential sources for this product in the commercial marketplace. The required delivery is September 1, 2011. Delivery shall be FOB Destination to NOAA Wallops CDA Station, 35663 Chincoteague Road, Wallops Island, VA 23337. The following FAR provisions and clauses apply to this solicitation and any resulting purchase order. 52.211-6 Brand Name or Equal 52.212-1 Instructions to Offerors-Commercial Items 52.212-2 Evaluation of Offers-Commercial Items 52.212-3 Offeror Representations and Certifications 52.212-4 Contract Terms and Conditions-Commercial Items 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (11) (i),(21), (24), (25), (27), (28), (29), (36), (37), (40), (45) 52.217-6 Option for increased quantity (one year from date of award) 52.252-2 Clauses incorporated by reference CAR 1352.201-70 Contracting Officer's Authority CAR 1352.209-73 Compliance with the Laws CAR 1352.209-74 Organizational Conflict of Interest CAR 1352.233-70 Agency Protests CAR 1352.233-71 GAO Court of Federal Claims Protest Evaluation will be based on the lowest price technically acceptable offer and the resulting award will be a firm fixed-price purchase order. There is no DPAS rating assigned to this solicitation. In order to comply with the debt collection improvement act of 1966, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. Additionally, each offeror must obtain, and PROVIDE WITH QUOTE their nine digit Dun and Bradstreet (DUNS) number. All responsible sources may submit a quotation which shall be considered by the agency. Offers must be submitted in writing to Wallops Command and Data Acquisition Station, 35663 Chincoteague Road, Wallops Island, Virginia 23337 by 12:00 P.M August 23, 2011.
