- Sample Photos Scope-of-Work: Final Assembly and Minor Stainless Steel Fabrication of Underwater Towboards NOAA Fisheries Service Pacific Islands Regional Office (PIRO) Habitat Conservation Division (HCD) 1601 Kapiolani Blvd., Suite 1110 Honolulu, HI 96814 Introduction: A detailed scope-of-work (SOW) is provided here for contractors to submit bid packages for the final assembly of two towboards, to be pulled by a small boat, for underwater survey work in the open ocean. One towboard will be equipped with a still camera, the other with a video camera. Design will be somewhat similar to completed towboards used by the NOAA Fisheries Science Center's Coral Reef Ecosystem Division (PIFSC-CRED, photographed below), but with some important differences (specified below). Major work will involve cutting, shaping, and attaching provided equipment/ components to the board, including fabrication of stainless steel frames to protect the protruding camera housings. General Specifications: 1) Video Camera Towboard Design SOW: • Start with basic default CRED video camera towboard design (StarBoard TM marine polymer sheets ~100 cm x 50 cm x 2 cm) • Attach video camera Gates UW housing (for Sony HDR 240GB HDD) encased in SS protective frame (contract assembly) • Allow access to all camera controls and rotation (~90o) or 4-clicks: 22.5o, 45o, 67.5o and 90o (straight down, perpendicular to board). • Attach pair of UW housed lasers, exactly 25 cm apart and parallel (to estimate size of substrate features) • Attach UW databoard (9x12", adjustable to both landscape or portrait orientation) to enable mounting of 8.5x11" UW paper/data forms • Attach PVC or flexible pipe as place to attach UW stop watches, bottom timers, and GEO dive computer (to record depth) • Provide attachment system for one AquaMap system, attachable to either board (w/ quick-mount SS bolts; see photos below) • Rig one telegraph communication system (bilge wire in hollow polypro line) attachable to either towboard (w/ wet-connectors at hand-signaling device- PVC, on towboard, and at Pelican case, in box; and backup cable system) • Cut hand holds (smoothed rectangular holes) for L & R hands and center hole • Towboard should be designed and all components should be positioned to facilitate mutual ease of use 2) Still Camera Towboard Design SOW: • Start with basic default CRED still camera towboard design • Attach Ikelite housing/dome port (for Canon EOS T1i digital SLR still camera w/ 28-105mm lens) • Mount camera to shoot straight down (perpendicular to horizontal to substrate) encased in contractor fabricated SS protective frame • Add camera brackets to allow for rotation (~90o) or 4-clicks: 22.5o, 45o, 67.5o and 90o (straight down, perpendicular to board) • Attach pair of UW housed lasers, exactly 25 cm apart and parallel (to estimate size of substrate features) • Attach UW databoard (9x12", adjustable to both landscape or portrait orientation) to enable mounting of 8.5x11" UW paper/data forms • Attach PVC or flexible pipe as place to attach UW stop watches, bottom timers, and GEO dive computer (depth recorder) • Provide attachment system for one AquaMap system attachable to either board (w/ quick-mount SS bolts; see photos below) • Telegraph communication system attachable to either towboard, with wet-connectors at hand signaling device (PVC pipe) and at Pelican case (on boat) (w/ complete backup cable/system) • Cut hand holds (smoothed rectangular holes) for L & R hands and center hole • Towboard should be designed and all components should be positioned to facilitate mutual ease of use • Equipment/Components (to be supplied by NOAA-PIRO-HCD): • Gates XR520 underwater housing (for Sony video camera) w/ GP25A Gates wide angle port • Ikelite UW housing (for Canon EOS digital Rebel T1i camera), w/ Ikelite dome port housing (for 3.5-4.5" lens) • Telegraph cables- bilge pump wire, 16 ga (210 ft per board) • Starboard (2 boards: ~100 cm x 50 cm x 2 cm/ea) • Aqua-Map system • Pelican case • Sonalert solid state signal • Magnetic sensors/ reed switch • Rechargeable battery • Tow rope (220 ft) • Polypro hollow braid line (900 ft) • UW Laser pointers in housing (2 per board) • Acrylic data boards (9x12") w/ clear plates (to attach to boards) • Oceanic GEO wristwatch (yellow) dive computer (for depth profile) • Stop watches/ UW watches Minor components and final assembly (to be supplied by Contractor): • Stainless steel (SS) frames to secure and protect both (video and still) cameras on boards • Miscellaneous SS hardware to attach minor equipment and small parts to both boards • PCV tube (6" x 3/4" SCH40, w/ threaded end-caps) and wet connectors for signaling device (2) • Labor for fabrication of SS parts and complete assembly of both boards, rounding of corners, cutting of holes, etc. (final designs to be reviewed and approved by NOAA-PIRO-HCD staff, before initiating fabrication of parts or cutting of boards) Process/Timeline: 1) Contractor will first provide a detailed, calibrated sketch of intended design, following above SOW specifications. Upon approval by PIRO-HCD, with possible minor design alterations, contractor can proceed to step 2 (two weeks). 2) Contractor fabricates SS frames/parts, etc., cuts/shapes boards, and attaches all components to boards (two weeks). 3) Based on inspection of initially completed towboards by PIRO-HCD, contractor makes possible minor adjustments/ additions and finalizes both towboards (one week). 4) PIRO-HCD performs in-water testing of both towboards. If any design inefficiencies are noted, return to contractor for adjustment (two weeks). 5) Finalized towboards accepted.
