- This notice is for service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The service will be acquired in accordance with Far Part 12 Commercial Items. The NACIS code for this action is 541690. This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Fish Biology & Stock Assessment Division located in Honolulu, HI on a sole source basis with Shanghai Ocean University. Science has increasingly become international in scope, both in industry as well as in university and government research laboratories. To foster scholarly exchange and training in the fishery and ecological disciplines, as well as promoting scientific collaborations, the Pacific Islands Fisheries Science Center (PIFSC) proposes to establish a Scientific Exchange Program (SEP) with the Shanghai Ocean University (SOU) under the US-PRC Marine & Fisheries Science & Technology Protocol. The SEP will consist of two activities, a Visiting Scientist and Visiting Student Program, and a Scientific Seminar Series. The government intends to negotiate a firm-fixed price contract with a period of performance that will start in September 2011 and end in August 2012. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that meet the government's requirements may submit substantiating documentation in writing within 10 days of publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely with the discretion of the government. This is a simplified acquisition purchase action estimated value not to exceed $100,000.00. ****The Pacific Islands Fisheries Science Center Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
