Description
Red River Army Depot (RRAD) has a requirement for two (2) each K12 - rated Ground Retractable Automobile Barrier (GRAB), 24-36 feet, Systems. Only one award will result from this solicitation. The proposed follow on, firm fixed price contract with Smith & Wesson Security Solutions for the K12 rated GRAB systems, with Over-speed Directional Detection System (ODDS) including Signs and Signal Package for 2 Access Control Points (ACPs) is anticipated. Justification for other than full and open competition has been approved and is present in contract file. The K12-rated by the Department of State, GRAB system includes all ancillary and safety-related equipment to be installed in the response zone at 2 locations: RRAD-22 Old Training Center ACP and RRAD's new Commercial Vehicle Only (CVO) ACP. Material, integration and design, electrical work, testing and training, site cleaning and restoration, roadway striping for GRAB barriers, on-site project/construction management, and shipping and handling of equipment are included in this procurement. The system shall function as a part of a holistic security strategy while operating as a high-volume traffic control device. Unlike typical barriers, the GRAB system shall be reusable after sustaining multiple impacts and reset in as little as 30 minutes after vehicle impact. The solicitation W911RQ-11-R-0044 will be available for download from the RRAD procurement web site on or about 17 August 2011 at https://redriver.army.mil/contract.htm.
