- STOVEPIPE WELLS FUEL STATIONPOINT OF SALE RETROFIT UPGRADE Statement of Work: Solicitation Number: E11PS82810 Notice Type: Combined Synopsis/SolicitationThis is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as Request for Quotation E11PS82810. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-29. FAR clauses and provisions are available through Internet access at http://www.arnet.gov/far. This is 100% set aside for Small Business, and the small business size standard is 500 employees. The National Park Service encourages the participation of disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code is 333911. The Government anticipates making a single award for this solicitation. Vendors must quote on all items for their quote to be considered. The following is a description of the requirements for this acquisition: SCOPE OF WORK: I. GENERAL INFORMATION In accordance with the terms and conditions of the contract, the contractor shall perform the work for the National Park Service (NPS), Death Valley National Park (DEVA), as described herein. A. Confidentiality: The information developed under this contract is the property of the National Park Service (NPS) and shall be kept in strict confidence. B.Contract: The work of this contract shall consist of the services/upgrade of equipment described herein for the referenced project. C. Performance Period: The work of this contract shall be provided approximately ninety (90) days after award. D.Project Title: The project title is: Stovepipe Wells Fuel Station Upgrade E.Location: Stovepipe fuel station, Death Valley National Park, Highway 190, California, 92328. Stovepipe fuel station is owned by the National Park Service (NPS) and is operated under a concessions contract (Death Valley Lodging Company); located 150 miles north-east of Las Vegas Nevada. II. PROJECT BACKGROUND AND PURPOSE A.Background: In 2005, the underground fuel storage tank (UST) was replaced with above ground storage tank (AST) to include a secondary vapor recovery system to comply with federal, state and local government air quality requirements. The current system utilizes Gilbarco equipment and a G-Site system for metering fuel and processing credit and ATM payment charges. The G-Site system is old and outdated as such the credit card processors cannot legally be used. The ATM / Credit card pin-pads at the dispensers are non operational, obsolete and out of compliance with protection law regulations set to go into effect in 2013. Currently the fuel station operates only when the Stovepipe Wells General Store is open which is from 7:00 am to 9:00 pm Sunday through Saturday. Payment for fuel can only be made at the General Store via credit, debit or ATM card use. It is the intent of this contract to provide park visitors with 24 hour access to fuel dispensers. Existing equipment Dispensing System: Encore 300 (Gilbarco/ Veeder Root) model "NAO" - two dispensers with two nozzles per dispenser (see attachment #1). Serial numbers:Dispenser A (Nozzle #1 & #2): HPEN 076934Dispenser B (Nozzle #3 & #4): HPEN 076933 Metering/Monitoring System: Gilbarco G-Site system B.Purpose: The project intent is to upgrade the existing system to provide a 24 hour point-of-sale system with a credit, debit and ATM card reader system that complies with existing security and fraud protection law regulations (Security Standards Council - Payment Card Industry: Payment Application Data Security Standard - Adopted April 2008) to include those regulations for card readers effective 2013. C.Goals: 1.Provide protection law regulations compliance.2.Provide 24/7 operating system with customer payment at all dispensers. 3.Reduce service down time for customers4.Integrate new equipment to with existing Veeder Root Monitoring System which is to remain in use.5.Provide updated, reliable, durable and efficient equipment and software. III. SCOPE OF WORK A. Equipment Selection: Contractor Responsibility 1. Inspect utilities to existing facility equipment to ensure the installation of the proposed new equipment is compatible. Remove and replace outdated fuel dispensers and non-compliant pin pads. Provide pin pad upgrade meeting PCI PA-DSS compliance. 2. Provide NPS with upgrade design package for new equipment, software, electrical wiring diagrams, and operations manual in form of submittals for approval prior to installation. 3. Provide the following for NPS review and approval:a. Equipment/materials cut-sheets (as indicated above III/A/2)b. Electrical plan/wire diagramc. Schedule to include service down time for customers d. Safety planc. Quality control plan 4. The upgrade design package for the new equipment must comply with all current federal and state air quality requirements and must be submitted by a certified a Federal and/or State of California licensed installer to the NPS for final approval. Installer must provide NPS with a copy of license and certification prior to performing any work. 5. Equipment a. A Gilbarco/Veeder-Root Passport Point of Sale System to include credit, debit and ATM pin-pads to operate all (4) four dispenser nozzles. http://www.gilbarco.com/object/Passport; OR EQUIVALENT, (must integrate and be compatible with the existing equipment). B. Fuel System Upgrade: 1. Complete scope of work as per NPS approved submittals. 2. Comply with all federal, state and county land laws and regulations. 3. Contractor to provide a minimum of 48 hour notice to NPS for fuel station service outages. 4. Provide NPS staff, training and demonstration of new system. 5. Dispose of all old equipment, parts and materials meeting federal, state and county regulations, during fuel station upgrade and upon completion of project. C. Required Submittals: The Contractor shall submit the following after award: 1.Project/Site specific safety plan. 2.Quality control plan to include on-site project foreman/engineer. 3.Equipment/material manufactures data sheets. 4.Project schedule.5.MSDS 6.Schedule of values. 7.Foreman daily reports (during fuel station upgrade.)8.Release of claims (after fuel station upgrade.)9.As-builds with red-line drawings - electrical diagram (after fuel station upgrade.)10.O&M's (after fuel station upgrade.) IV. NPS-FURNISHED MATERIALS AND SERVICES A. NPS appointed representatives and staff will be available to answer general questions regarding the project. B. NPS will provide the following materials and services: 1. System as-builts plans and O&Ms for existing system. 2. Assist in locating existing utilities and infrastructure. V. FEE AND PAYMENT A. Payment will be in accordance with approved milestone payment plan based on an approved schedule of values; submitted for approval, prior to the fuel station upgrade. B. Payments will be made based on approved submittals and acceptance, with final payment within 30 to forty-fives after completion of project. VI. SCHEDULE A. Contractor to provide schedule for NPS approval; total performance period is 45 days. PERMITS Obtain all required permits and licenses and arrange for inspection of work by all authorities. Deliver, without cost to the government, such certifications of inspection and approval as are required and pay all charges and fees in connection with the work.
