- This is a combined commercial synopsis/solicitation in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ); reference number F4BWC01145A001, in accordance with FAR Parts 12 & 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 2005-53, Effective July 5, 2011 and class deviation 2011-O0012. The North American Industry Classification System Code [NAICS] is 334516 and the size standard is 500 employees. This is a 100% Small Business Set-Aside. All responsible sources may submit a quote, which if received timely, will be considered by the 10th Contracting Squadron, USAF Academy (USAFA). Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this combined synopsis/solicitation could result in the quote being ineligible for award. It is the offeror's responsibility to ensure their quote meets all the requirements identified herein. ITEM DESCRIPTION: Brand Name Or Equal requirement to purchase PASCO Scientific Spark Learning Units (PS-2008), Sensor Ext Cable (PS-2500), and Spark Charging Stations (PS-2570) or equal product with the salient characteristics provided below. The USAF Academy Dept of Chemistry determined these characteristics as necessary to provide the functionality they require. REQUIRED SALIENT CHARACTERISTICS: Light weight and hand held size (21 oz and 6.5"x5.5"x1.7") 4 sensor ports 2 universal ports 2 dedicated ports 5.7" screen with 640x480 resolution touch screen (no stylus required) 1 USB port 1 mini USB port Rechargeable Battery system Waterproof and ruggedized casing Interface with PS2100 USB Links, PS2107 Pressure sensor, PS2117 Drop Counter, PS2125 Temperature Sensor, PS2147 pH Sensor, and PS2121 Colormeter. Quotes may be provided as a brand name product or for a proposed "equal" piece of equipment fulfilling all the above specifications. If an offeror believes they have an equal product which meets all the features and functionality of the items listed above, they may submit a quote for that product. All offerors will be evaluated to ensure offered products meet or exceed all of the above requirements. The Government will award a purchase order from this solicitation to the responsible offeror whose lowest priced quote fully conforms to the solicitation and represents the best value to the Government. The Government intends to make award without discussions but reserves the right to open discussions when necessary. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
