- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO SOUDER, BETANCES, AND ASSOCIATES. Washington Headquarters Services (WHS) Acquisition Directorate intends to award to Souder, Betances, and Associates, on a sole source basis under authority of FAR 6.302-1(a) (iii); only one responsible source and no other services will satisfy the agency's requirements. This action is necessary in order to provide non-personal management consulting services thus leading DoD Diversity Plans and Programs at the Fourth Annual Hispanic Career Advancement Summit. The proposed support is a follow on service that was performed for DoD in conjunction with the previous Summits. They own the inate and unique portfolio that includes a "Training for Trainers" component that is the Guideline for DoD Diversity Leadership. They also have provided Diversity leadership with problem solving approaches, a proactive collaboration across diversity structures, and are leading the way in customizing their diversity training requirements to fit the needs of DoD. DoD at the highest level has identified that they have a shortfall in the area of diversity management and are committed to attack these dilemmas with the recognized leaders in industry. Their training support is "unique" in nature due to their ownership of the "Training for Trainers" This notice of intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that the pending contract would be advantageous to the Government. If no affirmative written response is received, the award will be issued without further notice. Interested parties may identify their capabilities with respect to this requirement by Tuesday, August 30, 2011. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 541611 with a size standard of $7.0 million.
