Description
Statement of Work Sources Sought for harbor obstruction and removal services to support the Federal Channel Area of Charleston Harbor/Cooper River/Wando River/Ashley River/AIWW. The U.S. Army Corps of Engineers, Charleston District, has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business Administration (SBA), Certified 8(a), Woman-Owned, HUBZone Small Business, and Service Disabled Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 488310. The Small Business Size Standard is $25.5 Million. Wage Determination 2007-0134 dated 05/04/2010 applies to this requirement. To make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis. Project Information : The Charleston District of the Army Corps of Engineers is responsible for keeping the Federal Channel(s) in South Carolina free of wrecks and obstructions that would impede safe navigation under 5 U.S.C. 301; 33 U.S.C. 1, 409, 411-415; 10 U.S.C. 3012. 33 CFR Part 245 Removal of Wrecks and Obstructions. The scope of work for this solicitation can vary from retrieval of sunken vessels, vessels that have broken their moorings and floating obstructions such as dredge pipe and appurtenances, floating docks, and other miscellaneous items. All work and diving must be carried out in accordance with EM 385-1-1 "Safety and Health Requirements Manual" most recent edition and Occupational Safety and Health Standards, 29 CFR 1910, Subpart T, most recent edition and all applicable USCG Regulations. Disposal of recovered debris shall be in accordance with all local, state, and federal regulations. The contractor shall provide documentation of the disposition of the debris or vessel. Vessels may not be disposed of until directed by the Government. See Statement of work attachment for complete details and explanation of requirements. INTERESTED PARTIES ARE REQUESTED TO PROVIDE SUGGESTIONS/EXAMPLES OF ANY ITEMS (PRICING STRUCTURE, ETC.) THAT WOULD IMPROVE THE USEFULNESS OF THE AGREEMENT FOR BOTH THE GOVERNMENT AND THE SERVICE PROVIDER. The U.S. Army Corps of Engineers, Charleston District plans to establish a Blanket Purchase Agreement (BPA) for harbor obstruction and removal services to support the Federal Channel Area of Charleston Harbor/Cooper River/Wando River/Ashley River/AIWW. Please see attached Statement of Work for details on the services requested. The Government intends to issue BPA to three vendors. The BPA will have a performance period of up to 4 years and the anticipated value of each BPA is not to exceed $25,000.00 annually. The following information is required: Qualification: Responses to this sources sought synopsis shall indicate specialized experience and technical competence in diving and work related to retrieval, securing, and disposal of floating debris, floating vessels, and large objects outside the Federal Channel. Provide documentation for your firm on past or similar efforts as a prime contractor. Submission Requirements: See the attached project information sheet. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
