- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 dated 04 Aug 2011 and Defense Federal Acquisition Regulation Supplement (DFARs), current to DPN 20110725. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. It is anticipated that payment will be made by the Wide Area Work Flow (WAWF) or Government Visa Payment Card. This action is solicited as a 100% small business set-aside. This solicitation is issued as a Request for Quotations (RFQ) under Solicitation Number W81R8T11880001. The North American Industry Classification System (NAICS) code is 334111 with a size standard of 1,000 employees. Quotes are being solicited on a Lowest Price Technically Acceptable (LPTA). All quotes shall include transportation costs to USAYPG Yuma, Arizona 85365-9498. Arizona vendors are to include Arizona Privilege Tax. All quotes shall be for NEW equipment. U.S. Army Mission & Installation Contracting Command Center (MICC)-Yuma Proving Ground, Yuma, Arizona is requesting quotes as a brand name or equal for (4) EA, Matrox MX02 LE MAX desktop editing systems that meet the minimum salient characteristics. See Attachment #-Minimum Salient Characteristics for item specifications. In addition, all technical questions concerning this requirement must be emailed to the point of contact below no later than 10 August 2011 at 11:00 a.m. Mountain Standard Time (MST). Offerors must provide the Unit Price, Total Price and Total Extended Price for all Contract Line Item Numbers (CLINs). No partial bids will be accepted. Please annotate on your quote whether you would prefer VISA or WAWF payment. Offerors shall account for any costs associated with accepting credit card payment. This RFQ closes on Friday, 12 August 2011 at 11:00 a.m. Mountain Standard Time (MST). Responses to the RFQ shall be submitted by the closing date and time indicated in the CSS. Reference RFQ W81R8T11880001 on all inquiries. All responding vendors must be actively registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA) prior to award of contract. The following FAR Clauses and Provisions are incorporated by reference and may apply to this acquisition. FAR provisions: 52.212-1 Instructions to Offerors Commercial Items (June 2008). 52.212-2 Evaluation Commercial Items (Jan 1999), Award will be made on a best value basis and the Government reserves the right to award to other than the low offeror. Paragraph a. of provision 52.212-2 is completed as follows: i) technical capability of the item to meet the requirements of the Government and ii) price. Technical capability is considered the most important evaluation for this acquisition and second is price. Technical proposals will be reviewed for compliance with the Performance Specifications.
