Description
Scope of Work The CDC Dengue Branch designed, pilot-tested and implemented a training program on the clinical management of dengue for physicians. In total, 8306 physicians in Puerto Rico were trained in 2009 and 2010. CDC has a requirement for a contractor to to evaluate the effect of the training on the clinical management practices, find structural barriers to change, identify management issues related to medical complications, and determine physician knowledge of dengue and its management. To do this, we will conduct a retrospective cohort study comparing clinical management practices, medical complication rates, length of hospital stay, and hospital cost between laboratory-positive dengue patients hospitalized in 2007 (comparison group) and those hospitalized at the same institution after November 1, 2010 (post-intervention group). We will conduct focus groups and key informant interviews with hospital officials to identify barriers to adopting WHO guidelines. Lastly, we will assess physicians' knowledge and practices by repeating the 2007-08 survey among physicians trained in 2009-10 and those who were not trained. This is a full and open competition. The NAICS code for this procurement is 541990. A firm fixed price contract in accordance with FAR part 15 is contemplated. The period of performance will be 9/26/2011-9/25/2012. CDC will consider all responsible sources responding to this Request for Proposal (RFP). The RFP number 2011-Q-02506 will be available on August 30, 2011. The due date for receipt of proposals will be September 9, 2011. All questions about the RFP shall be submitted via email to heg9@cdc.gov by September 2, 2011. The complete solicitation package will be available and posted on fbo.gov for downloading when issued. No telephone request of the solicitation will be accepted.
