Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA),, Simplified Acquisition Team intends to negotiate on a sole source basis with Concur, Inc. using the procedures in FAR Parts 6 and 13. The Marine Mammal Conservation Division has a requirement to assist in completing a TRT Handbook. The purpose of this effort is to assist in completing a TRT Handbook to provide NMFS staff with a consistent set a guidelines to improve effectiveness and success of the Marine Mammal Take Reduction Program. This internal reference document will describe NMFS procedures and criteria for how to establish a Take Reduction Team (TRT) and develop, implement, and monitor a take reduction plan (TRP). NMFS has hired a contractor, CONCUR, Inc., to facilitate 4 of our currently operating Teams. CONCUR has assisted NMFS staff in many facets of the process, from strategic planning and Team member selection to agenda setting, meeting facilitation and management, and synthesis of outcomes and Team recommendations. Additionally, CONCUR convened and facilitated a Team meeting held during the public comment period of a proposed rule as well as facilitated Team working group conference calls and maintained consistency with the Team during this transitional period. Further, they've worked with NMFS and one Team to evaluate the effectiveness of a Plan. Therefore, CONCUR has assisted NMFS with almost every aspect of take reduction planning, making them uniquely qualified to assist in developing guidance for how to successfully do so. CONCUR has intimate knowledge of the process, past deliberations, sidebars, and controversial issues raised as well as developed relationships with individuals on the Team and the Team as a whole and how to use that knowledge and established rapport to continue moving a Team forward (i.e., not revisiting prior issues/discussions). This unique knowledge of the process could have only been obtained by planning for and facilitating previous Team meetings and communicating with Team members on 4 teams in 3 regions of the country - Northeast, Southeast, and Pacific Islands The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541611, 6.5 small business size. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov by August 29, 2011, 10:00 a.m. local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-53. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
