- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide all labor, material, and equipment to Install Four Lightning Arrester Rods on the Rooftop of Building 413, Naval Air Station 2, Sigonella, Sicily, Italy by means of a firm-fixed-price construction contract. All contractors proposing on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The requirements will be procured utilizing Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 237130. The estimated price range is between ぎ18,030 Euro and ぎ72,120 Euro. The anticipated requirement includes but is not limited to all labor, material, and equipment to install four lightning arrester rods on the rooftop of building 413 at Naval Air Station 2, Sigonella in order to protect existing antennas from lightning. Work consists of installing four lightning arrester rods on the four corners of the rooftop of Bldg. 413, cross-connecting the lightning rods with lightning conductors, providing a reinforced anchoring system for the poles using steel wire anchored to the ground, and interlocking each lightning arrester rod with a grounding rod using a grounding conductor. The entire system shall be higher than the highest antenna. All work shall be performed in accordance with the Corps of Engineers Safety Manual, EM-385-1-1, the most current version, in accordance with all applicable Italian safety laws, CEI Norms, CEI EN 62305-1/2/3/4, and with all NFPA applicable codes (NFPA 101 & NFPA 99). The anticipated period of performance is 60 calendar days. Bidders can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release bidders from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted to EURONECO on 30 August 2011. Quotes are expected to be due by close of business on 13 September 2011. All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. Pre-bid conference and site visit information will be indicated on the solicitation documents.
