- Description
- The NATO Consultation, Command and Control Agency (NC3A) intends to issue an Invitation for Bid (IFB) in relation to the provision of a radio studio in support of the International Security Assistance Force (ISAF) in Afghanistan. NC3A was authorized by the Investment Committee to use the Alliance Operations and Missions (AOM) International Competitive Bidding (ICB) procedure. The contract will be awarded on the lowest price technically compliant basis. The estimated cost of the services and deliverables included within the scope of the intended contract is Euro 703,000. The reference of the IFB is IFB-CO-13269-OPL-ISAF. The Department of Commerce will be using the same reference. NC3A plans to place a single contract for the entire scope of work. No partial bidding will be allowed. The IFB package will be NATO UNCLASSIFIED. Prospective bidders should be aware, however, that contractor personnel will be required to deploy to ISAF and will be required to hold security clearances to the level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to NC3A the NATO clearance certifications for all personnel assigned to the contract. SUMMARY OF REQUIREMENTS The project provides a new radio studio for the Combined Joint Psychological Operation Task Froce (CJPOTF) at KAIA North, Kabul. The new radio studio equipment will upgrade the CJPOTF Radio S-e-A (Sada-e-Azadi) capabilities to provide a dual language (Dari and Pashtu) broadcast capability. The new radio studio will be used for recording, editing, and preparing broadcast material. The radio signal will be transmitted though the existing CJPOTF Psychological Radio Network (PRN). It will enable the CJPOTF Radio S-e-A in ISAF to operate on a 24/7, uninterrupted live programming basis, providing dual-language broadcasts, interactive radio, call-ins, and multi-person/expert interviews. The design will be similar to commercial radio studios and the capabilities will mirror commercial studios that are state-of-the-art. The radio studio will comprise one live on-air studio for broadcasting (built in two inter-connected shelters) and one distribution studio (built in two inter-connected shelters) to mirror the live studio, prepare the program and provide the interface for transmission. The radio studio shall be self-contained, installed in pre-fabricated shelters by the contract at his premises, shipped to ISAF, and installed on-site by the contractor. The new radio studio shall be constructed, fully configured, tested, and documented prior to fielding in ISAF. In ISAF the radio studio shall be installed at the new CJPOTF location in KAIA-North (Kabul, Afghanistan). After the installation, the radio studio shall be tested and evaluated. In addition, the necessary training in ISAF shall be provided. SCOPE OF WORK The contractor shall be responsible for the design and delivery of one pre-constructed radio studio. The radio studio will comprise two main subsystems (sub-studios): a. One live on-air studio (broadcasting studio) for broadcasting (integrated in two inter-connected 20 foot shelters) b. One distribution studio (integrated in two inter-connected 20 foot shelters) to mirror the live studio, support the program preparation, and provide the interface for transmission. Both the live on-air (broadcasting) and the distribution sub-studios will be integrated and assembled in four shelters (2+2) out of COTS components, at the contractor's premises. The contractor shall design, construct, configure, and integrate the radio studio at the factory and shall conduct factory acceptance tests to ensure that it meets the requirements of the radio studio design. The contractor shall deliver the fully equipped studio at KAIA North (Kabul) with the required spare parts, systems documentation, and training documentation. The contractor shall install the radio studio in a building (prepared by the purchaser) at the new CJPOTF compound in KAIA-North (Kabul, Afghanistan). After the installation, the radio studio will be tested and evaluated through a trial broadcasting. The contractor shall be responsible for providing complete training for both the use and maintenance of the radio studio in ISAF. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the IFB has been issued. IMPORTANT DATES: 1) Request DOE (and, for firms new to NATO ICB, submit completed NATO ICB application) no later than August 23, 2011 2) Release of IFB planned for the end of August 2011 3) Bid Closing in October 2011 4) Contract Award in 4th quarter of 2011
